Will the Developer Be Present During Snagging?

Will the Developer Be Present During Snagging? | Prime Inspections

You have booked your snagging inspection, or you are about to. Somewhere in the back of your mind is a picture of how the day will actually go. Will someone from the developer be standing there, watching every wall get checked. Will you have to argue about a crack in the tiling while a representative hovers nearby.

Short answer: usually not during the inspection itself. The snagging walkthrough is typically just you, or your inspector, going through the unit independently. A developer or property management representative is more commonly present at the separate handover or orientation appointment, not during the actual snagging inspection.

That distinction matters more than it sounds like it should, so let us walk through it properly, the way we explain it to clients at Prime Inspections almost every week.

Why This Question Matters More Than It Seems

If you picture the wrong scenario, you either show up over prepared for a confrontation that was never going to happen, or under prepared for a meeting where a developer representative genuinely does expect a decision from you on the spot.

Getting this clear before the day removes a surprising amount of stress. Most of the anxiety here is not really about the property. It is about not knowing what the room will look like.

Our Experience Attending Hundreds of These Appointments

Our engineers attend developer handovers across Dubai on a near daily basis, from Business Bay towers to villa communities in Dubai Hills and townhouses in Dubai Marina. A pattern shows up quickly once you have done enough of these.

The inspection walkthrough itself is almost always a quiet, methodical process. Our engineer moves room to room, checking finishes, MEP systems, and structural details, largely without anyone from the developer present in that specific moment.

What varies is the appointment around it. Some developers send a customer service representative to greet the buyer, walk them through the orientation, and explain the unit’s systems, before the independent inspection even happens. Others simply hand over access and expect the buyer or their representative to manage the rest.

Neither approach is wrong. It just means the exact shape of your day depends on which developer and which project you are dealing with, which is exactly why we ask clients about their handover appointment details before we confirm a booking.

Understand the Three Different Moments, This Is Where the Confusion Starts

Most of the confusion around this question comes from blending three separate events into one. They are not the same thing, and knowing the difference clears up almost every follow up question people have.

The Snagging Inspection Itself

This is the independent, detailed check of the unit, room by room, system by system. A developer representative is typically not required to be present for this part. Our engineers carry it out on your behalf, whether you are there in person or not.

The Developer’s Orientation or Handover Appointment

This is a separate meeting, often scheduled by the developer, where a representative walks you through the property, explains its features, and sometimes hands over keys and manuals. This is where a developer or property management staff member is most likely to actually be present.

Signing the Handover Certificate

This is the final administrative step, usually happening after any agreed fixes are completed, or with fixes noted as pending. This typically does require the buyer’s direct involvement or a properly authorized representative acting on their behalf.

Knowing which of these three moments you are picturing changes the entire answer to “will the developer be there.”

Do You Need To Be Present Yourself?

You do not strictly need to be present for the inspection itself, but there is real value in attending if your schedule allows it.

Being there means you see issues firsthand, ask questions in real time, and get a direct feel for the property before you commit. Many of our clients tell us this alone made them feel far more confident about the whole process.

That said, plenty of buyers simply cannot attend. Work schedules, other commitments, or being based outside the UAE all make this common rather than unusual. In these cases, a properly authorized representative, sometimes backed by a power of attorney depending on the situation, can attend and act on your behalf.

Either way, a professional inspector represents your interests fully, present or not. Our engineers document everything with photos and written notes specifically so you get the same clarity whether you are standing next to them or reading the report from another country.

If your schedule does not allow you to attend in person, book an inspection with Prime Inspections and let our engineer manage the walkthrough and reporting for you.

Does the Developer’s Presence Affect the Inspection?

No, and this is worth explaining rather than just stating. A properly conducted inspection does not change based on who happens to be standing in the room.

Our engineers use the same thermal imaging cameras, moisture meters, and Non Destructive Testing tools regardless of whether a developer representative is present, absent, or standing directly behind them. The findings come from the instrument readings and the inspection checklist, not from the mood of the room.

We do see one recurring situation worth mentioning. A developer representative at an orientation appointment sometimes encourages a buyer to sign off quickly, especially if there is pressure to close out handovers for the month. Having an independent, already completed snagging report in hand changes that conversation immediately, because you are no longer negotiating from memory, you are pointing at documented findings.

If there is ever disagreement on site, the calmest approach is always the same. Stick to what is documented, avoid verbal only agreements, and let the written report do the talking.

For Overseas and Remote Buyers

A meaningful number of our clients are simply not in the UAE when their handover date arrives. This is more common than people expect, and it does not need to complicate things as much as it initially feels like it will.

Here is how it typically works. You authorize Prime Inspections, or another representative you trust, to attend on your behalf. Our engineer carries out the full inspection independently, exactly as they would if you were standing there.

Your detailed report, with photos, issue descriptions, and rectification guidance, is delivered within 24 hours by email, so you can review it from wherever you are. You can then submit that report to the developer yourself, or ask us to guide you through the submission remotely.

Some developers may request a power of attorney or a formal authorization letter for the handover certificate signing step specifically, which is separate from the inspection itself. It is worth confirming this requirement with your developer early, so it does not become a last minute scramble.

Overseas and cannot be in Dubai for your handover window. Get in touch with our team and we will walk you through exactly how remote coordination works for your specific project.

What Happens After the Inspection, Regardless of Who Was Present

The steps after the walkthrough stay consistent whether a developer representative was there or not.

  1. Submitting the snag report to the developer. Our report is written specifically so it can be handed over as is, with clear issue descriptions and photo evidence attached.
  2. The developer’s rectification window. The developer or contractor is given a defined period to address the flagged issues.
  3. Booking a re-inspection before signing the handover certificate. This confirms the fixes were actually completed to standard before you commit to accepting the property as is.

This sequence is the same for a Dubai Hills villa, a Business Bay apartment, or a townhouse in one of the newer master communities. The property changes, the process does not.

A Quick Word on Resale Properties

Resale inspections work a little differently, since there is no developer involved at all. Instead of a developer representative, you will typically have the seller, the seller’s agent, or sometimes a property manager present, depending on how the sale is structured.

The inspection itself still follows the same independent, methodical approach. Our engineers check for the same categories of issues, structural, MEP, cosmetic, and moisture related, just within the context of an already lived in home rather than a fresh handover. If you are buying a resale unit, our resale property inspection service is built specifically around this scenario.

Frequently Asked Questions

Does the developer attend the snagging inspection? Usually not during the inspection walkthrough itself. A developer or property management representative is more commonly present at the separate orientation or handover appointment, not during the independent snagging check.

Do I need to be present during my own snagging inspection? No, it is not required, though attending gives you a firsthand look and a chance to ask questions in real time. If you cannot attend, a professional inspector or an authorized representative can act fully on your behalf.

Can someone else attend on my behalf? Yes. Many overseas and busy clients authorize a representative, or Prime Inspections directly, to attend the inspection and manage developer liaison so they do not need to be physically present.

What if the developer refuses access for an independent inspection? This is uncommon, but if it happens, your sale and purchase agreement and RERA regulations generally support your right to an independent inspection before final acceptance. Raising this with your developer’s customer care team in writing usually resolves it.

Who do I hand the snag list to if no developer representative is present? Your snagging report is typically submitted directly to the developer’s customer care or handover department, either in person, by email, or through their designated handover portal, rather than to whoever happens to be on site that day.

Is a developer representative required to be at the handover appointment? In most cases, yes, since the handover appointment is usually where keys, documentation, and property orientation are formally handed over, which is different from the independent snagging inspection itself.

Let Us Handle the Coordination For You

Between the inspection, the orientation appointment, and the eventual certificate signing, a Dubai handover involves more moving parts than most first time buyers expect. You do not need to manage all of it alone, and you definitely do not need to be the one arguing with a developer representative about a defect that should already be documented.

Prime Inspections is a RERA approved, DLD and DED registered snagging company, with InterNACHI certified engineers who attend developer handovers across Dubai, Abu Dhabi, Sharjah, Ajman, Fujairah, Ras Al Khaimah, and Umm Al Quwain on a regular basis. We attend, we inspect independently, and we liaise directly with developers and contractors on your behalf, whether you are standing next to us or on the other side of the world.
