Three facts make step 2 non-negotiable, and no Dubai inspection company has published them.
Under Article 40 of Dubai Law No. 6 of 2019, a developer of jointly owned property carries 10 years of liability for structural defects, running from the building completion certificate, and a minimum of one year for mechanical, electrical, plumbing and finishing work. On a resale that one-year cover has almost always expired, because it ran from the original handover. Any surviving structural liability is tied to that certificate, limited to structural elements, and in practice pursued by the Owners Association rather than an individual buyer. Plan on no developer warranty.
Dubai has no statutory seller disclosure form, nothing like a US disclosure statement or a UK TA6. The discovery burden sits with you.
Under Federal Decree-Law No. 25 of 2025, in force since 1 June 2026, a seller stays liable for genuinely hidden defects for one year from the day following delivery, extended from six months under the old code. The clock runs from delivery, not discovery, so a defect found in month 14 has no claim behind it. Remedies now include a proportional price reduction as well as rescission, and fraudulent concealment defeats the deadline.

Walls, ceilings, screed and floor levels, tile bedding and hollow-sounding tiles, grout and silicone, doors, windows, glazing, joinery, sanitaryware, balcony integrity and drainage.
We look hard at previous work too: concealed repairs, modified layouts, unsafe upgrades and alterations that were never permitted. The seller has no duty to disclose any of it.
Distribution board and circuit protection, socket testing, earthing, water pressure and flow, drainage, water heater age and condition, AC delta-T across every fan coil unit, airflow balance, duct and drain-pan condition, and the chilled water setup where the building runs on Empower or Emicool.
Thermal imaging and a moisture meter find what a viewing cannot. Efficiency starts declining at 8 to 10 years. Replacement becomes the economic call at 15 and over, or when a repair quote passes half the cost of a new unit. Poor delta-T across the coil is the tell: the unit runs constantly, never quite cools, and the DEWA bill climbs.
Coastal towers age faster. Salt corrodes condenser fins, drain pans and casings within 12 to 18 months without coastal servicing, and corrosion cannot be reversed, only slowed.
Rated at 8 to 12 years generally, but 7 to 8 is realistic here, because desalinated water carries a mineral load that accelerates sediment in the tank. Rust-coloured water, pooling at the base, a rumbling sound, or hot water running out faster are end-of-life signals.
The one that costs the most and shows the least. Bathroom and balcony membranes are rated for 10 to 15 years, and UAE systems often fail in 2 to 5. Roof surfaces reach 80 to 85 degrees in summer, day to night swings run around 30 degrees, and UV exposure is among the highest in the world.
Silicone and grout need inspecting every 3 to 5 years. Hollow-sounding tiles, lifting at junctions, musty odours and staining below are the symptoms. Redoing waterproofing runs around AED 600 to 1,500 per bathroom, and AED 8,000 to 25,000 or more for facade work.
Humidity in coastal Dubai sits at 60 to 80 percent year round, raising condensate volume and drain-pan overflow risk. That is what produces brown rings on the ceiling below an AC vent. A musty smell from the vents usually means mould in the ductwork or on the coil.
Renovations are where the surprises live. Removed walls, relocated wet areas, enclosed balconies, rewired kitchens, none of it necessarily permitted or disclosed. An enclosed balcony is a small item with a real tail: Dubai Municipality fines unauthorised balcony alterations up to AED 1,500, and developers add their own from around AED 500.
In a Dubai apartment aged 7 to 10 years, expect the water heater at or past end of life, the waterproofing at or past its inspection point, and the AC in efficiency decline. On a coastal tower, subtract a few years.

One honest boundary. We inspect and document the physical condition, and flag alterations that look unpermitted. Confirming account balances and permit records with the developer, the Owners Association and DLD is your job or your conveyancer’s. Anyone telling you an inspection clears your service charges is overselling.

The useful comparison is not another inspector’s fee. It is the DLD transfer fee, 4 percent of the purchase price, which by market convention you pay in full. On a AED 2 million purchase that is AED 80,000 before anyone has looked at the plumbing. Against that, an inspection is rounding, and a single waterproofing or AC finding usually costs more than the inspection did.

Before you sign Form F. That signature commits your 10 percent deposit and ends the point at which the deal can be renegotiated at no cost. Most buyers have 24 to 72 hours between offer acceptance and the Form F appointment, and our report lands in 24.
Yes. There is no legal barrier to inspecting before Form F and no waiting period. Access needs the seller’s or agent’s consent, the same as any viewing, and most agree when asked directly. The obstacle is almost always the calendar, not permission.
Not without risking the deposit, unless you added a condition to Form F’s Additional Clauses before signing. Withdrawing without a contractual basis is buyer default, and the 10 percent is usually forfeited. That is why the inspection belongs before the signature.
No. Dubai has no statutory repair obligation and no seller disclosure duty. The seller’s only default liability is the one-year latent defect warranty, a remedy after completion rather than a duty to repair before it. Anything you want fixed has to be written into the contract.
Yes, for a specific reason. The developer’s one-year cover on air conditioning, electrical and plumbing expired around two years earlier, and nothing replaces it on a resale. A three-year-old unit is warranty-free on every system except structure, and nobody must tell you what already failed.
Apartments take a few hours on site and larger villas longer. Your report arrives within 24 hours. That turnaround is deliberate: it fits inside the typical gap between offer acceptance and the Form F appointment, so the findings can still change what you agree to.
No. We inspect unaccompanied and email the report wherever you are, with the seller or agent arranging access. A large share of Dubai secondary market buyers are outside the country at the point of purchase, and the report is identical either way.
Arrears are the seller’s responsibility to clear before or at transfer, but they attach to the unit, not the person. The Owners Association issues the transfer NOC only once charges are settled, so arrears become your delay. Ask for the latest statement before Form F.
Snagging tests a brand new unit against the developer’s specification, with a developer contractually obliged to fix what is listed. A resale inspection assesses remaining service life and previous owner work, with nobody obliged to fix anything. If you are buying new, book a handover inspection for new properties instead.
