A resale viewing in a Business Bay tower, a two bedroom apartment about nine years old. It showed beautifully. Fresh paint everywhere, price already agreed between the buyer and the seller. Our inspector ran the AC for twenty minutes and the return air temperature barely moved. Then a soft patch turned up on the wall behind the wardrobe in the second bedroom, in exactly the spot where the paint looked newest. Fresh paint in a resale is not always a gift. Sometimes it is a cover.

What the market charges

Expert Property Snagging publishes the only dedicated secondary market rate card in the UAE, at AED 600 to 850 for a studio or one bedroom and villas from AED 2,400. HomeItBetter benchmarked six firms on a single 3,000 sqft four bedroom apartment and landed at AED 2,835 to 4,500 including VAT. Handover Heroes prices by area at AED 0.50 to 1.50 per sqft.

Three different ways of pricing the same visit, which is why comparing headline numbers alone tells you very little.

VAT at 5 percent

VAT in the UAE is 5 percent and it applies to inspection services. AED 1,699 becomes AED 1,783.95 on the invoice. We issue a tax invoice carrying our TRN, which matters if you are buying through a company or expensing the purchase costs.

Cost per square foot

To sanity check by area, AED 0.50 to 1.50 per square foot of built up area is the workable range. At AED 1.00 per sqft a 1,500 sqft apartment comes to AED 1,500 before VAT, which reconciles with almost every published table. The AED 5 to 15 per sqft figures circulating on a few sites do not reconcile with those same sites’ own totals.

On an AED 2 million resale the transfer fee alone is AED 80,000, so a AED 1,699 inspection is under 0.09 percent of the price. Most cost of buying guides in this market, including Bayut’s, do not list an inspection at all.

Why Resale Costs More Than a Handover Snag, and Who Pays for It

The same apartment costs more to inspect at resale than it did at handover, and the reason is simple.

Our handover snagging starts from AED 999 for a studio or one bedroom against AED 1,199 for the resale version, and AED 3,999 for a villa against AED 4,299. The gap is small, but it is there for a real reason.

The work that is different

A brand new unit is measured against a specification. Is the tile laid flat, is the socket live, does the door close. A nine year old unit is measured against wear, and wear takes longer to read.

That means moisture readings across finishes, not only where something is visible. AC performance measured rather than assumed, because a nine year old system can still blow air and still be near the end of its life. Evidence of previous repairs, which is its own skill, since a proper repair and a repair done to get through a viewing look similar under fresh paint. And remaining service life on the expensive items, the water heater, the condenser, the waterproofing under the wet areas.

Our Engineering Manager, Mohammed Nadeem Maldar, makes the same point about older Dubai stock. Water leaves a history in a building, and the history is more useful than the moment. One reading tells you there is moisture. A pattern of readings tells you where it came from and roughly how long it has been happening.

Back in that Business Bay apartment, that is exactly what the extra site time bought. Twenty minutes on the AC, then meter readings that turned a good looking wall into a documented problem. A new unit never needs either of those checks.

The resale inspection runs to 200 plus checkpoints, which is a different product from the 250 plus checkpoint handover snag, not a smaller one.

Why the buyer pays in a resale

On a new build handover there is a developer standing behind the property. Under Dubai Law No. 6 of 2019, Article 40, structural liability runs for ten years from the building completion certificate and mechanical, electrical and plumbing liability runs for one year from unit handover. Commentary differs on exactly when that one year begins, so the safe assumption is the earlier date. Federal Decree-Law No. 25 of 2025 renumbers the decennial liability provisions from 1 June 2026, which is a renumbering and not a change to the rights themselves.

In a secondary market sale there is no developer to bill and usually no warranty left. The seller has no obligation to fix anything, and the agent works on the transaction rather than the condition. That is precisely why the report is worth more here than at handover. It is the only independent document in the room.

Where the Inspection Fits: Offer, Form F, NOC and the Trustee Office

The inspection is cheap. Getting the order of events wrong is not.

After the offer and before Form F

That gap is the whole opportunity. Once the offer is accepted, the property is yours to examine and nothing is committed. Once the Form F is signed and the deposit cheque written, the question changes from what is this worth to how do I get out of this.

Making inspection a condition of sale

If the timing is tight, the answer is not to withhold money. It is to have the inspection written into the Form F as a condition before you sign, with a defined window and a defined outcome if something material is found. Agents deal with this more often than they let on. The lever is the contract wording, never the payment.

Inspecting a Tenanted or Furnished Resale Unit

Most resale apartments in Dubai are not empty, and that changes how the inspection is booked.

Access is arranged through the seller with reasonable notice to the tenant. It is booked, not forced, and a cooperative tenant makes a better inspection than a rushed one. The tenancy and the Ejari registration continue after the sale, so you inherit both the tenant and the terms, not just the walls.

Furniture is the practical problem. A wardrobe hides the sockets and the wall behind it, which in that Business Bay unit was exactly where the damp was. A rug hides tile movement. A headboard hides the wall most likely to back onto a bathroom. We record what could not be accessed rather than quietly leaving it out.

Where we can choose, a weekday morning slot works best, after the AC has run long enough to be measured honestly rather than switched on ten minutes before we arrive.

Dubai Versus the Other Emirates: Does the Price Change

The inspection itself does not change when you cross an emirate border. The logistics around it do.

The scope, the checkpoints and the report are identical in Sharjah, Ajman or Ras Al Khaimah. Travel and scheduling are what change. The transaction process is where the real difference sits. Form F, the developer NOC and the trustee office appointment are Dubai Land Department process. What is included

What is not included

We do not open walls or ceilings, lift tiles, or carry out destructive testing of any kind. We do not provide a valuation, a legal opinion or a title check, and we do not check service charge arrears in Mollak, which is a conveyancing matter. Concealed pipework inside a slab cannot be guaranteed by anyone who has not opened the slab.

One boundary is worth knowing. A shared riser, a district cooling supply from Empower or Emicool, or a facade problem is a whole building matter rather than a unit one, so it belongs in a complete building inspection. Separately, the Dubai Quality and Safety Certificate must be issued by a Dubai Municipality licensed engineering office, so treat any inspection company claiming to issue one with caution.

Using the Report: Negotiation, Not a Snag List

A resale report is not a list for a developer to action. It is leverage, and it has a short shelf life.

There are three honest things to do with it. Renegotiate by the estimated cost of the works. Ask the seller to complete specific repairs before transfer, with evidence. Or walk away before the deposit is committed, which is rare but occasionally right.

The Business Bay buyer did the first of those. He did not walk away and he did not ask the seller to fix the wall. He took the moisture readings and the AC figures to the agent and adjusted his number by what the works would realistically cost him in year one. The deal closed. He just closed it knowing what he was buying.

We take nothing from that outcome either way, because we do not quote for the repair. We sell the answer, never the work.
