What to Do When Efflorescence Appears on New Walls in Dubai

White efflorescence deposits appearing on a new apartment wall in Dubai caused by moisture movement through masonry and inspected by Prime Inspections.

A waterfront apartment handed over in spring. By the second month a chalky white band had appeared along the base of the balcony parapet, and the same powder was showing in the grout near the threshold. This is one of the calls we get most often at Prime Inspections.

The owner had already been told what to do about it. Wipe it with a damp cloth, it is just curing.

She wiped it. It came back.

Here is the thing that reframes this whole subject: the powder is not the defect. It is the receipt for water that moved through the wall and evaporated at the surface. You are not looking at a stain. You are looking at a delivery note for water, and the useful question is where the water came from.

We say that because a company that tells you when there is nothing wrong is worth believing when it says there is.

Direct answer: what the white deposit is telling you

Efflorescence is a white salt deposit left when moisture travels through concrete, screed, grout or blockwork and evaporates at the surface. The water carries dissolved salts, the water leaves, the salts stay.

In new construction the first bloom is usually self limiting. Fresh concrete contains free lime and other soluble salts from the curing process, and once they have worked their way out, the process stops.

If it returns after cleaning, there is an active moisture path. That path, not the powder, is the defect.

We inspected a unit in Jumeirah Bay Island where bloom appeared once on a wall in the first months, was cleaned off, and never came back across the following year. That is exactly what primary efflorescence looks like.

A single episode that does not return is usually self limiting. Recurrence is the test.

Efflorescence versus mould versus other white marks

Before anything else, make sure you are looking at what you think you are looking at.

Efflorescence is a mineral salt deposit. It is not mould, and it is not an organic growth. Mould needs an organic surface and moisture, feels soft rather than gritty, usually carries colour and a musty smell, and does not dissolve when you wet it.

If you have both, that is worth knowing, because they point at the same underlying issue from different directions.

Primary versus recurring efflorescence: the decision rule

This is the whole diagnosis, and you can run it yourself.

Primary efflorescence. Curing driven. Appears in the first months after construction, comes from salts already present in the new material, diminishes over time and stops. Common on new blockwork, render, screed and grout. Not a defect.

Secondary or recurring efflorescence. Returns after cleaning, appears seasonally, spreads across an area, or arrives after a specific event such as rain or a wash down. This means water is still moving through the material and bringing fresh salts with it from somewhere.

The salts have to come from somewhere, and once the original curing salts have gone, continued bloom means continued water.

The observation protocol

  1. Photograph before you touch it. Wide, mid and close, with the room or elevation labelled and the date on the file.
  2. Clean a marked test patch, not the whole area. Mark its boundary in pencil.
  3. Photograph the cleaned patch, dated.
  4. Leave it and watch. Four to eight weeks is a reasonable window.
  5. Log events. Rain dates, balcony wash downs, irrigation schedules, and any AC condensate issues.
  6. Rephotograph from the same position at intervals.

If the marked patch stays clean, you had primary efflorescence. If it returns, you have a moisture path, and the log will usually tell you what triggers it.

Why efflorescence is worse in the UAE

The mechanism is universal. The conditions here are not.

Saline groundwater and salt loaded sub base. Ground conditions across much of the region carry high salt content. Where structures are in contact with ground moisture, at basement level, in podium slabs, in retaining walls and in boundary and planter walls, salts are available continuously rather than only during curing.

Coastal and marine exposure. On waterfront towers and island communities such as Palm Jumeirah, Bluewaters Island and Dubai Creek Harbour, airborne salt settles on surfaces and is available to be mobilised by any moisture that arrives.

Humidity and evaporation, working against each other. High coastal humidity keeps materials damp for longer, so moisture has more time to travel. Inland, very fast surface evaporation drives salts out to the surface quickly and visibly. Different mechanisms, both productive of bloom.

Infrequent but intense rain. This is the one that catches owners out. A balcony or facade defect can sit invisible for months, then bloom within days of a single storm. The absence of efflorescence in October tells you very little about February.

None of this is quantified here deliberately. The point is directional rather than statistical.

The balcony connection: ponding and waterproofing failure

More efflorescence cases trace back to a balcony than to anything else in an apartment.

Balconies are designed to shed water to a deck drain. Accepted practice for the fall is around 1 in 100, which is one percent, so roughly 20mm of drop over a two metre balcony. That is industry practice rather than a legal figure, and the authoritative position is the Dubai Municipality Building Code Regulations and Construction Specifications rather than any article.

When water does not leave, it works into the build up, and the salts it picks up come out somewhere.

Flat or reverse fall, or a drain set high. Screed laid level, or falling gently back towards the door, or a deck drain whose grating sits above the finished tile. In each case water stands until it evaporates or soaks in.

Tile bed over the fall, blocked drain, blocked weep holes. A late finish change that builds the tile bed up over an existing screed fall. A drain blocked with grout slurry during construction. Threshold weep holes filled with silicone or grout.

Membrane laid without falls. The worst of the group, because it is invisible. Water passes through tile joints, reaches a flat membrane and sits there indefinitely with nowhere to drain.

The test

Pour water across the balcony field, start a timer, and photograph at zero, five and fifteen minutes. Water still standing about five minutes after you stop is treated as a drainage defect in inspection practice.

What bloom on the soffit tells you

If the white deposit is on the underside of a balcony, look at the deck above it, not at the soffit.

We inspected exactly that pattern on a Dubai Hills Estate villa. Bloom on the soffit below, matching a shallow puddle on the deck above that never cleared after a wash down, with a deck drain sitting proud of the tile.

Read the deposit as a map of where water sits above it.

Where else it shows up, and what each location means

Basement and car park walls. Ground moisture and saline sub base. Points at tanking or drainage rather than curing.

Podium slabs and the units beneath. Podium waterproofing. Usually common property, which changes who is responsible.

Planter and boundary walls. Irrigation is the most common source, not rain.

Retaining walls. Ground water pressure and drainage behind the wall.

Pool deck and surround walls. Similar bloom patterns appear around pool copings and plant rooms, which we check under our dedicated Pool Inspection service.

Wet room walls, on the dry side. Bloom on the bedroom face of a bathroom wall points at the wet area tanking behind it.

Window and door reveals. A failed perimeter seal letting water into the reveal build up.

We looked at a villa in Tilal Al Ghaf where the boundary and planter walls were blooming at low level, and the pattern tracked with the watering schedule rather than with any rain event.

Not every moisture path is rain. Some are irrigation, and some are groundwater.

Why you must not clean and repaint first

The instinct is to make the wall look right. It is the single most expensive instinct on this page.

It destroys the evidence. Your developer file needs dated photographs of the bloom in its original extent. A cleaned wall proves nothing to anyone.

It removes the only visible tracer. Efflorescence is a free indicator of where water is arriving. Clean it off and you lose the map before you have read it.

Paint over a wet substrate fails. Coatings applied to damp material cannot bond properly. You get blistering and delamination within weeks, and repeated salt movement through the surface can lead over time to spalling, where the surface breaks away as salts and moisture act on the material and, in reinforced elements, on the reinforcement.

We saw a unit on Emirates Hills cleaned and repainted twice before anyone put a moisture meter on the wall. The bloom lifted the new paint both times.

Paint over a live moisture path and you buy weeks, not a repair.

Removal is the last step, not the first.

How an inspector traces the moisture path

Non invasive moisture scanning and pin readings, taken as a grid so results are comparable across the wall rather than anecdotal, the same discipline behind our Water Leakage Inspection service.

Hygrometer readings for ambient temperature and humidity, which establishes the conditions the readings were taken in.

Thermal imaging to map the moisture signature and reveal the shape and extent of the affected area, including parts still looking dry.

Water testing above the suspect area, meaning a controlled flood or hose test on the deck, threshold or reveal to confirm or eliminate a path.

Correlation of the bloom pattern with falls, drains and drainage routes.

Drone survey for facade, roof and high level sources on towers.

A dated timeline log, correlating appearance with rain, wash downs and irrigation, similar to the pattern we track in cases like damp appearing on a ceiling.

One honest limitation, because it is frequently oversold. Thermal imaging shows temperature differentials, not water. Damp material reads differently because of evaporative cooling, but so do other things. It narrows the search and shows the shape. It must always be confirmed with moisture readings.

How to remove it once the path is fixed

Order matters. Fix the water, then treat the surface.

  1. Dry brushing first, with a stiff brush, to lift loose crystalline deposit.
  2. Water washing for what remains, with the surface allowed to dry fully afterwards.
  3. Proprietary efflorescence removers where needed, used strictly per the manufacturer’s instructions and patch tested on an inconspicuous area first, since some are acidic and can etch finishes.
  4. Dry the substrate to a measured level before any coating goes on. Measured, not assumed.
  5. Use an appropriate coating system, which in many cases means a breathable one so residual moisture can leave rather than pushing the film off.

And one instruction for the developer’s contractor: insist that the root cause repair is described in writing, not just the cleaning. A work order that says “clean and repaint balcony parapet” is a cosmetic closure. One that says what was done about the fall, the drain or the membrane is a repair.

Is efflorescence a snag the developer must fix?

It depends entirely on which of the two things you have.

Cosmetic staining alone, with no ongoing moisture path, is typically a finishing item under your contractual Defects Liability Period. That period is commonly twelve months from handover, set by your SPA rather than by statute, so read the actual clause.

Efflorescence proving waterproofing failure with water ingress is a different category entirely. That is a Category A item, safety and water ingress, and it should be raised as such rather than as a stain.

Where the failure threatens structural stability and safety, decennial liability applies. Article 821 of Federal Decree-Law No. 25 of 2025, previously Article 880 of Federal Law No. 5 of 1985 and in force since 1 June 2026, runs for ten years. Article 823 voids any clause excluding or limiting it, and Article 824 requires a claim within three years of discovery.

Be accurate about which one you are in. Efflorescence does not always mean waterproofing failure, and claiming it does weakens your position when you raise the case that genuinely does.

If the developer says it is cosmetic and goes quiet

  1. Written dated notice. To the developer or main contractor, citing your SPA defect clause and the DLP, with the original photographs, the marked test patch sequence, the timeline log and any flood test evidence.
  2. Customer care, then head of customer experience. In writing, one thread, referencing dates.
  3. RERA and the Dubai Land Department. Via the Dubai REST app or the Dubai Land Department website. The fee is commonly cited at AED 1,000 per complaint, with an initial response in about five working days, admission roughly seven to fifteen days once documents are complete, and a decision target near 60 days. RERA sits within the DLD. Verify current figures and treat the timings as targets.
  4. Dubai Courts. Claims above AED 100,000 generally need a DLD registered property consultant, commonly around AED 5,000 to AED 15,000, with filing fees capped at a figure commonly cited near AED 40,000 and timelines typically six to eighteen months or longer. Dubai Courts is the final route.

Two routing notes. The Rental Disputes Centre handles landlord and tenant disputes only and does not hear buyer versus developer defect claims. Dubai Municipality is the right authority for building code concerns. And where the source is common property, such as a podium slab or the building facade, responsibility sits with the Owners Association or Management Company under Law No. 6 of 2019.

If you are overseas

Issue a written authorisation letter so your inspector can access the property. Have your representative run the marked test patch protocol and photograph it on a schedule. Join the inspection by live video walkthrough, particularly for the balcony flood test. Take the digital report and submit it yourself, and arrange remote de-snag verification with dated comparison photographs after any rectification, the same check we run as part of our Contractor Work Inspection service.

Frequently asked questions

What causes white powder on a new concrete wall? Moisture moving through the material dissolves soluble salts and carries them to the surface, where the water evaporates and leaves the salts behind. In new construction the salts usually come from the curing process itself, which is why a first bloom is common and typically temporary.

Is efflorescence dangerous? The deposit itself is a mineral salt, not a hazard. What matters is what it indicates. Recurring efflorescence signals an active moisture path, and sustained moisture movement through building materials is what leads to coating failure, delamination and eventually surface breakdown.

Is it the same as mould? No. Efflorescence is a crystalline mineral salt, gritty to the touch, odourless, and it dissolves or lightens when wetted. Mould is an organic growth, soft rather than gritty, often coloured, usually musty, and it does not dissolve in water.

Will it go away on its own? Primary efflorescence from curing usually does, diminishing over the first months as the available salts work their way out. Recurring efflorescence will not, because fresh salts keep arriving with the water. The marked test patch method tells you which one you have.

Why does it keep coming back after cleaning? Because cleaning removes the deposit and not the water. If salts continue arriving at the surface, moisture is still travelling through the material from a source such as a ponding balcony, a failed membrane, irrigation or ground moisture. Find the path before treating the surface again.

Does it mean my waterproofing has failed? Not always. A first bloom on new material is usually curing related. But recurring efflorescence on a balcony, soffit, wet room wall or podium is a strong indicator of a waterproofing or drainage problem, and it should be investigated with moisture readings rather than assumed either way.

Can I paint over efflorescence? You can, and it will fail. Coatings cannot bond properly to a damp or salt loaded surface, so you get blistering and delamination within weeks. Worse, painting removes your evidence and your only visible tracer of where the water is arriving.

Why is it common on Dubai balconies? Because balconies collect water and are the element most likely to have a fall, drainage or waterproofing defect. Dubai’s rain is infrequent but intense, so a ponding balcony can sit unnoticed for months and then bloom on the parapet or the soffit below within days of a storm.

Efflorescence is the cheapest early warning a building will ever give you. It costs nothing, it appears before any visible damage, and it points roughly at where the problem is.

The mistake is almost never the diagnosis. It is the rush to make the wall look clean before anyone has proven where the water came from. Every owner who cleans and repaints first arrives at the same place a few months later, with less evidence and less of their defects period remaining.

Photograph it. Clean a marked patch, not the wall. Log what happens. Then decide.
