Can I Snag a Resale Property Before Making an Offer?
It was a Tuesday in February, and the apartment in Dubai Marina still had the tenant’s coffee cups on the counter when our engineer arrived.
The buyer lived overseas. She had seen the two bedroom flat only on a video call. Her question to us on WhatsApp had been simple: “Can you check it before I make my offer?”
We hear this a lot. Buyers want to snag a resale property before making an offer, because once the offer is accepted, things move fast.
The honest answer is yes, sometimes. But for most buyers, the safer and more realistic moment is after the offer and before Form F. Snagging a resale property is less about the perfect timing and more about not signing blind.
Here is how it works in Dubai.
The Short Answer
Yes, if the seller agrees to give access. Many Dubai sellers only allow an inspection after an offer is accepted, so the practical route is to make the offer, then book the inspection in the short window before you sign Form F and pay the 10 percent deposit.
Already agreed an offer? Send us your Form F date on WhatsApp at +971 50 602 1830 and we will plan the inspection so the report reaches you before you sign.
How a Dubai Resale Purchase Runs, and Where an Inspection Fits
The Usual Order: Viewing, Offer, Form F, NOC, Transfer
Most secondary market purchases in Dubai follow the same path:
- Viewing. You see the unit, in person or on a video call.
- Offer and acceptance. You agree a price with the seller through the agent.
- Form F. This is the RERA sale agreement, also called the MOU. You sign it and hand over a 10 percent deposit cheque, usually held by the brokerage on the contract terms.
- Developer NOC. The developer confirms service charges are cleared. Its validity is limited, often 30 to 60 days.
- Transfer. You meet at a Dubai Land Department Trustee Office, pay by manager’s cheques, and the title deed is issued in your name.
Mortgage buyers add a bank valuation and a final offer letter along the way. The Dubai Land Department FAQ covers the registration side in more detail.

Why Form F Is the Line That Matters
Once you sign Form F, you are committed. Form F usually sets a penalty for the party that withdraws without cause. Read yours before signing.
That is why an inspection is most useful before Form F. After it, the report can still help you, but your deposit is already on the table.
The gap between offer acceptance and Form F is often short, sometimes just 24 to 72 hours. So plan the inspection early. Tell us your Form F date and we will work backwards from it.
Can You Inspect a Resale Property Before Making an Offer?
Access: You Need the Seller’s and the Agent’s Yes
A buyer has no automatic right to bring an engineer inside. A viewing is something the seller allows, not something you are owed.
Some sellers say yes before an offer, especially with vacant units or when they want a quick sale. Many say “after an offer”. Building management may also need an access pass for the inspector.
If you want to inspect a resale property before an offer in Dubai, ask the agent early and in writing. And if a seller refuses any inspection at all, even after an offer, treat that as information.
Tenanted or Furnished Units
If a tenant lives there, it is their home. They need notice.
The relationship between landlords and tenants in Dubai is governed by Law No. 26 of 2007, as amended by Law No. 33 of 2008. The specific arrangements for viewings usually come from the lease wording. In practice, 24 to 48 hours’ notice is normal, and the agent coordinates it.
You can inspect a tenanted apartment before buying. Just know that furniture blocks some walls and floors, which limits what anyone can see.
Before the Offer or Before Form F: Which Is Better
| Before the offer | After the offer, before Form F | |
| Access likelihood | Lower, seller may refuse | Higher, seller is engaged |
| Negotiation power | Highest, price not agreed | Strong, deposit not yet paid |
| Cost if you walk away | Only the inspection fee | Only the inspection fee, if you have not signed |
Inspecting before the offer is ideal when the seller allows it. For most buyers, the realistic route is an offer followed by a short inspection window before Form F.
Making the Offer Subject to Inspection
What an Inspection Condition in Form F Additional Terms Can Say
Form F has a section for additional terms. If the buyer and seller both agree, an inspection condition can go there. A subject to inspection clause in Dubai only works if the seller accepts it.
Here is example wording to discuss with your agent. It is not legal advice:
This sale is subject to the buyer receiving a satisfactory independent inspection report within 3 working days of signing. If material defects are found, the parties will negotiate in good faith; if no agreement is reached within 2 working days, the buyer may withdraw and the deposit will be returned in full.
Ask your agent or a lawyer to check the wording before you sign.
What Happens to the 10 Percent Deposit If You Walk Away
Without a condition, walking away after Form F usually means losing the deposit under the form’s terms. With an agreed condition, the agreed terms decide.
We cannot promise any refund either way. That is why reading the penalty clause before signing matters so much.
Practical Example: How the Report Changed the Conversation
Back to Dubai Marina. The listing agent told the buyer the seller would only allow an inspector after an offer was agreed. So she made her offer, and the agent added a three day inspection window before Form F.
The paint was fresh. The thermal camera told a different story behind the bathroom tiles.
Our engineer found moisture behind the master bathroom wall tiles. In the second bedroom, the AC drain line was dripping into the false ceiling.
The report reached her within 24 hours, with photos and clear notes. You can see what the report looks like on our blog. She forwarded the photos to the agent.
The seller’s side asked for a repair estimate. The buyer weighed her options. She chose a modest price adjustment rather than a promise that the seller would fix it. That way, she controlled the repair herself after transfer.
The original Form F date held. Nothing dramatic. Just a better informed signature.

What We Check on a Resale Inspection
The 200+ Checkpoints, Room by Room
A resale property inspection in Dubai covers 200+ checkpoints, including:
- Walls, ceilings and floors, including hollow tiles and cracks
- Doors and joinery
- Windows and balcony doors, seals and water ingress
- Bathrooms: waterproofing, drainage, silicone and moisture behind tiles
- Kitchen plumbing and appliances where included
- AC cooling, drain lines and fan coil unit condition
- Electrical: DB board, sockets and earthing tests
- Fire protection items inside the unit
- Facade and balcony areas where reachable
We use thermal imaging cameras, moisture meters, borescopes, electrical testers and NDT tools. The inspection takes 2 to 4 hours on site, and the report arrives within 24 hours.
What an Occupied, Furnished Unit Hides
We would rather be honest about limits than overpromise.
In a lived in home, furniture sits against walls, rugs cover floors and cupboards are full. We do not open walls or do destructive testing. Water heaters or AC units behind locked panels may be out of reach.
We note every area we could not reach, so you know exactly where the gaps are. For more on what typically shows up, read about common hidden issues in ready homes.
After Transfer: What Protection a Resale Buyer Still Has
You are not without protection once the deal closes.
Under Federal Decree-Law No. 25 of 2025, in force from 1 June 2026, a buyer’s claim for a hidden defect against the seller must generally be brought within one year from the day after delivery, unless the seller agreed a longer period.
That protection is real, but it covers hidden defects, and a claim is slow and uncertain. A report before Form F is far cheaper and simpler than a claim after transfer.
If the building is still within the developer’s defects liability period, ask the developer and the seller what remains, and get it in writing. For a wider view, here is why a resale inspection matters before you buy.
How Prime Handles a Resale Booking
Here is how we ran the Dubai Marina job, and how we run most resale bookings:
- You share the listing details and your Form F date on WhatsApp
- We confirm the unit size and the price
- The agent arranges access and tenant notice. In Dubai Marina, the tenant asked for 24 hours’ notice, which the agent arranged, and we asked the agent for building access
- Our engineer is on site for 2 to 4 hours. We took a morning slot there
- The report arrives within 24 hours, timed to land before Form F. Hers arrived a day before the appointment
We take no commissions from developers or agents, and we do not sell property. We work only for you.
Tenanted unit? We coordinate timing with the agent so the tenant gets proper notice. Call +971 50 602 1830.
Frequently Asked Questions
Can I snag a resale property before making an offer?
Yes, if the seller agrees to give access. Many sellers only allow it after an offer, so the common route is to make the offer and inspect in the window before Form F.
Do I need the seller’s permission for an inspection?
Yes. A buyer has no automatic right to bring an inspector inside. The seller and the listing agent must agree, and the building may need an access pass.
Can a tenanted apartment be inspected before I buy?
Yes, with the tenant’s cooperation. The agent usually arranges 24 to 48 hours’ notice. Furniture can limit what is visible, and we note any area we could not reach.
How long does a resale inspection take?
Usually 2 to 4 hours on site, depending on the size of the unit. The full photo report arrives within 24 hours.
How much does a resale property inspection cost in Dubai?
From AED 1,199 for a studio or one bedroom, up to from AED 4,299 for a villa, excluding VAT. See our guide on resale inspection cost in the UAE for detail.
Can I add an inspection condition to Form F?
Yes, in the additional terms, but only if the seller agrees. Ask your agent or a lawyer to check the wording before you sign.
Will the seller have to fix what the report finds?
Not automatically. The report gives you facts to negotiate with. You can ask for repairs, a price adjustment, or walk away if your agreed terms allow it.
Is snagging only for new properties?
No. Snagging a resale property uses the same engineering approach. The checklist covers 200+ points for resale homes, adapted to wear, age and past repairs.
Before You Sign Form F, Know What You Are Buying
Make the offer if you need to. Inspect before Form F. Use the report to negotiate.
As our engineering manager, Eng. Mohammed Nadeem Maldar, puts it: “Buying a home in the UAE is one of the biggest investments a family or an investor will ever make.”
Before you sign Form F, know what you are buying. Book a resale inspection from AED 1,199, excluding VAT. WhatsApp or call +971 50 602 1830, or email connect@primeinspections.ae. We hold a 4.9 star Google rating.
