Can Tenants Request a Snagging Inspection in the UAE

Tenants request a snagging inspection in the UAE to document rental property condition

It was a June morning in Jumeirah Lake Towers. The tenant had held her keys for less than a day when she called us, a little unsure.

“I am only renting,” she said. “Can I even ask you to inspect it?”

She had just signed a one year lease on a one bedroom apartment in an older tower. The agency had handed her a one page condition form and asked her to sign it within a week. The apartment looked clean and freshly painted. Something still made her want a second opinion.

Many people assume snagging is only for buyers. But tenants request a snagging inspection more often than you might think, and for good reason.

The short version is yes.

The Short Answer

Yes. Tenants in the UAE can book a professional snagging style inspection, usually called a move in or move out inspection. It records the condition of the home with photos and finds defects such as leaks, AC faults and electrical issues, which helps with landlord repairs and protects the security deposit at the end of the tenancy.

For tenants, we call it a move in or move out inspection. The method is the same as snagging. Only the purpose changes.

Snagging, Move In and Move Out Inspections: What Is the Difference

Snagging is the word buyers use when a developer hands over a brand new property. The inspector checks the unit before the buyer signs, so the developer fixes the defects.

A tenant uses the same engineering checklist for a different reason. The goal is to record the condition of the home on day one, and to find defects the landlord should fix.

A move in inspection in Dubai is the tenant’s version of snagging. A move out inspection in Dubai closes the loop at the end.

What Dubai Law Says About the Condition of a Rented Home

The rules between landlords and tenants in Dubai come from Law No. 26 of 2007, as amended by Law No. 33 of 2008. Four articles matter most here. In plain English:

  • Article 15: The landlord must hand over the property in good condition, so the tenant can fully use it as agreed in the lease.
  • Article 16: Unless the contract says otherwise, the landlord is responsible for maintenance and for repairing defects and damage during the lease.
  • Article 20: The landlord may take a security deposit to cover maintenance at the end of the lease, and must refund it, or what remains of it.
  • Article 21: At the end of the lease, the tenant must return the property in the same condition it was received, except for normal wear and tear.

Read Article 21 carefully. It compares two moments: the day you moved in and the day you move out.

Without a record of the first moment, both sides end up arguing from memory. Your Ejari registers the tenancy. It does not record the condition of the home.

Wear and Tear Versus Damage

The law does not give a list. In general practice, light scuffs, faded paint and normal ageing count as wear and tear. Broken fittings, holes in walls, burns and stains from misuse count as damage.

Your contract can add its own terms. A day one report makes it much easier to separate the two later, because it shows what was already there.

Access and Permission: Can Tenants Request a Snagging Inspection Without the Landlord?

Once you hold a registered tenancy, you are in possession of the home. Inviting an inspector in is much like inviting any visitor or service provider.

The building may ask for your Ejari and Emirates ID at the desk, or for a visitor registration through building management. That is normal.

Even so, we recommend telling your landlord or agent in writing before the visit. It is a courtesy, and it makes the report easier for them to accept.

So yes, tenants request a snagging inspection without needing formal approval for a simple visit. Two exceptions:

  • Before you sign the lease, you do not have possession yet, so the landlord or agent has to give access. Ask in writing.
  • If anything needs opening up, or a test could cause damage, the landlord must approve it first.

Before You Move In

There are three good moments to inspect before or at the start of a tenancy.

Before You Sign or Hand Over Cheques

Use the viewing to check the basics. Run the taps, switch on the AC, open the windows.

If you spot something serious, ask for the repair in writing before you sign. A short pre lease inspection is also possible if the landlord agrees to give access.

On Key Collection Day or the First Week

This is the best time. The home is empty, so nothing is hidden behind furniture. The AC, water heater and drainage can all be tested properly.

Do not sign the condition form until the report is in. For a local example, see our guide to a move in inspection in JVC.

Villas and Townhouses

A rented villa has more to check. The roof, external drainage, garden irrigation lines, larger AC systems and any pool all need attention.

The inspection runs longer than an apartment, but it also protects more.

What a Professional Report Catches That Photos Miss

Back in Jumeirah Lake Towers, the walls looked perfect. Fresh paint usually does.

Our inspector Farhan walked the apartment with the tenant. The moisture meter and thermal camera told a different story. There was damp behind the fresh paint just below the bathroom window line. There was also moisture in the bedroom ceiling around the AC unit’s drain line.

He also noted scratched kitchen worktops and a loose balcony door handle. Neither was serious. Both were already there.

Phone photos show surfaces. A professional inspection looks behind them:

  • Hidden moisture in walls and ceilings
  • AC performance and condensate drain problems
  • Electrical faults found with proper testers
  • Water pressure and drainage flow
  • Window and door seals
  • Hollow tiles that sound fine until they crack

If you already see a stain overhead, read our guide on damp appearing on a ceiling in your apartment.

Each finding in a tenant inspection report in Dubai comes with a photo, its location, a description and a rectification note. Our report was not an argument with the landlord. It was a list of what was already there on day one.

Before You Move Out

Book a move out inspection in Dubai two to three weeks before you hand back the keys. That gives you time to fix anything that genuinely is yours.

Compare the findings with your move in report. Separate wear and tear from damage. Keep receipts for professional cleaning or any repairs you arrange.

Think back to the tenant in Jumeirah Lake Towers. If she moves out next June, the day one report is what shows the worktop scratches were never hers.

This is where a security deposit inspection in Dubai earns its fee. It replaces “I think it was like that” with dated evidence.

Landlords can book the same inspection between tenancies too. A neutral report helps them as much as it helps the tenant.

Using the Report With Your Landlord, and If There Is a Dispute

Send the report by email, attached to the condition form. Ask for any repairs in writing, with a reasonable timeline. Keep every email and photo dated.

Most landlords prefer to fix issues early. A clear list of facts usually starts a calm conversation, not an argument.

Using the Report at the Rental Disputes Center

The Rental Disputes Center is the judicial arm of the Dubai Land Department for landlord and tenant disputes. Evidence about the condition of the property can form part of a deposit or maintenance claim.

Our report is a factual technical record, not a legal opinion. For legal steps, speak to the RDC or a lawyer. We cannot promise how any dispute will end.

A Quick Note for Abu Dhabi and the Other Emirates

In Abu Dhabi, Law No. 20 of 2006 makes the landlord responsible for maintaining the property and carrying out necessary repairs, apart from minor rental repairs, unless the contract says otherwise. Tenancies are registered through Tawtheeq, and disputes go to the Abu Dhabi rental dispute committee.

The other emirates have their own rules, so check your contract. We cover all seven emirates, and you can see how we work in Abu Dhabi and the Northern Emirates.

Practical Example: One Bedroom Move In Checklist With a Report

Here is the simple flow we suggest for most tenants:

  1. Collect your keys
  2. Book the inspection the same week
  3. Hold off on signing the condition form
  4. Receive the photo report within 24 hours
  5. Email the landlord or agent with the report attached
  6. Keep a copy safe for the day you move out

That is what the Jumeirah Lake Towers tenant did. She attached the report to the condition form and emailed it to the agency the same week. The landlord’s maintenance company came to look at the AC drain. Nothing dramatic. Just a clear record of what was there on day one.

Ask us for a sample report so you can see what your landlord will receive.

How Prime Handles Tenant Inspections

We help landlords between tenancies, and we also work directly for tenants. The inspection usually takes 2 to 4 hours, and the photo report arrives within 24 hours.

Our inspectors are engineers, not technicians. We use thermal cameras, moisture meters and electrical testing equipment.

We take no commissions and work only for whoever books us. Our report records facts. It does not take sides, so both the landlord and the tenant can rely on it.

Our engineering manager, Eng. Mohammed Nadeem Maldar, sees it simply: a clear report protects the honest tenant and the honest landlord at the same time.

For a move in or move out inspection, ask for the fee when you book. As a guide to scale, our water leakage inspection for an apartment starts from AED 799, excluding VAT.

Frequently Asked Questions

Can tenants request a snagging inspection in the UAE?

Yes. Tenants can book a move in or move out inspection, which uses the same checklist as snagging. It records the home’s condition and finds defects the landlord should fix.

Do I need my landlord’s permission?

Not for a simple visit once you hold a registered tenancy. Telling your landlord in writing is still good practice. Before signing, or for anything that needs opening up, you need the landlord’s approval.

Who pays for the inspection?

Whoever books it. If you book it as the tenant, you pay. If the landlord books it, for example between tenancies, the landlord pays.

Who pays for repairs found in the report?

Under Article 16 of Law No. 26 of 2007, the landlord is responsible for maintenance and repairing defects, unless the contract says otherwise. Damage caused by the tenant is a different matter.

How much is a security deposit in Dubai?

Commonly about 5% of the annual rent for an unfurnished home and about 10% for a furnished one. The exact amount is set in your tenancy contract.

Can the report be used at the Rental Disputes Center?

It can be part of your evidence of the property’s condition. It is a factual technical record, not a legal opinion, and we cannot promise any outcome. Speak to the RDC or a lawyer for legal steps.

When should I book a move out inspection?

Two to three weeks before you hand back the keys. That leaves time to fix anything that is genuinely yours and to compare the findings with your move in report.
