Can I Snag a Property I Have Not Taken Keys For Yet?

Dubai property snagging inspection before the buyer has taken keys

At 10:30 on an April morning in Town Square Dubai, the developer’s handover coordinator unlocked a three bedroom townhouse. The buyers had not taken keys yet.

They were a young family. Their final payment was waiting on the bank, and they did not want to sit idle while the paperwork moved. Their question to us the week before had been simple: “Can we snag the property now, even though we have not taken keys yet?”

It is a question we hear often from off plan buyers. And the honest answer is this. If you have not taken keys yet, you can often snag the property, but what matters is what the unit can show you at that stage, and what you have not signed yet.

Here is what an early inspection can and cannot tell you.

The Short Answer

Often, yes. If you have not taken keys yet, you can usually snag the property during a developer inspection slot, as long as the unit is finished and someone can open it. Finishes, doors, windows and tiles can be checked early; AC, plumbing and electrical tests need live utilities. What matters most is inspecting before you sign acceptance.

Keys, Signature and Handover Are Three Different Things

Most buyers think of handover as one moment. In practice, it is a sequence. Understanding it takes a lot of the pressure off.

Building completion. The building is completed and certified before handover begins. A completion notice tells you the project is done. It does not always mean your unit is ready to walk into the next morning.

The inspection slot. Some developers arrange a unit inspection before keys. Nakheel, for example, describes sending buyers a formal timeline before handover that covers payments, documents and inspection arrangements. Others work differently.

Payment. In many projects, final payments are settled before keys and access cards are released. That is exactly why so many buyers find themselves in the gap between “finished” and “mine”.

The signature. Signing the handover acceptance form is the step that really changes your position. Not the keys themselves.

If your developer is refusing access before keys, that is a separate problem, and we cover it in our guide on what to do when you cannot inspect before handover.

If You Have Not Taken Keys Yet, What Has to Be True First

Three things decide whether an early inspection is possible and useful.

The Building Is Complete and the Unit Is Finished

We cannot snag a construction site. Until the building is complete, it is a safety zone, and nobody outside the contractor’s team should be walking through it.

Developer policy varies here. wasl, for instance, says in its own help centre that viewings before handover are not possible for safety reasons, and that its own team runs snagging. Other developers invite buyers in for an inspection slot. Your notice and your handover team will tell you which applies.

Someone Can Open the Door

Without keys, access comes through the developer. That usually means a handover representative attending the slot with you or your inspector.

Some developers only release handover to the people named on the SPA or to their power of attorney holders. So ask the handover team in writing who is allowed to attend an inspection slot, and whether an independent inspector can come along.

Utilities Are On, or You Accept a Partial Report

This is the step that decides how complete your report will be.

DEWA move in for owners needs the title deed or SPA, plus a passport or Emirates ID. The security deposit is AED 2,000 for an apartment and AED 4,000 for a villa. According to DEWA’s move in service guide, supply is connected within 15 working hours of paying the deposit. District cooling is a separate account with its own timing.

If the unit is still dark on the day, see what to do when DEWA is not connected on inspection day.

What Can and Cannot Be Tested Before Keys

This is the part most guides skip. A pre handover inspection in Dubai can be very useful, but only if you know which parts of it depend on live utilities.

What We Can Check With the Power Off

Plenty of defects are visible or measurable without any power at all:

  • Wall and ceiling finishes and paint quality
  • Tile hollowness, alignment and floor levels
  • Joinery, wardrobes and kitchen cabinets
  • Doors, door frames, windows and locks
  • Glazing, frames and seals
  • Balcony slopes and drainage outlets, visually
  • Facade and external works, visually
  • Room dimensions against the floor plan
  • Visible waterproofing details in wet areas

Systems That Need Power, Water and Cooling

Other checks simply cannot happen in a dead unit:

  • AC performance and temperature drop
  • Thermal imaging, which needs a temperature difference to show hidden issues
  • Water pressure and hot water supply
  • Drainage flow in sinks, showers and floor drains
  • Electrical safety tests and socket checks
  • Lighting circuits and extract fans
  • Built in appliances

How a Partial Report Should Read

Anything we could not test is marked as pending. Never as passed.

That is exactly what happened in Town Square. The electricity was on, so the lights and sockets worked. The air conditioning did not, because the cooling had not been connected yet. So Farhan, our inspector, wrote the AC performance test and the thermal imaging into the report as pending, not as passed.

A clear partial report protects you. A report that quietly skips items does not.

If your cooling is not live yet, we can inspect what is ready now and come back for the rest before you sign.

Before Keys vs After Keys: Which Gives You More

So should you snag early, or wait until the keys are in your hand? Both have a place. Here is how snagging before key handover compares.

Before keysAfter keys
AccessControlled by the developerYours
Test scopeMay be partial if utilities are offFull, once utilities are live
LeverageReport lands before payment and signingReport lands before signing only
Time pressureLower, if you start earlyHigher, close to your deadline
FurnitureEmpty unitEmpty, if you snag before moving in
Follow up inspectionOften needed for untested itemsStill useful after fixes

The best case is usually both. An early inspection, then a follow up inspection before you sign.

If you have already moved in and are finding problems, that is a different situation, but it is still very workable.

The Real Risk Is the Signature, Not the Keys

This is the line we repeat most to buyers. Taking keys without a report is manageable. Signing the handover acceptance without a report is where buyers lose ground.

That is why the goal is to snag before signing handover, whatever stage the keys are at. Once the acceptance is signed, your position weakens in practice, because the developer can point to your signature as confirmation the unit was accepted.

Protection does continue after handover. The 10 year structural period runs from the building completion certificate. Commentary differs on when the 1 year period starts, so assume the earlier date.

If you have already taken keys without snagging, read what you can still do in our guide on accepted keys without snagging.

How to Arrange a Snag When You Have No Keys

If you want to inspect property before keys, the process is straightforward:

  1. Email the developer’s handover team and ask for a unit inspection slot
  2. Ask in the same email whether an independent inspector may attend
  3. Get the date and time confirmed in writing
  4. Send us the slot, your unit details and the current utility status
  5. We attend with the developer’s representative

If the developer says no, do not argue at the door. Our guide on what to do when you cannot inspect before handover walks you through the next step.

Practical Example: Two Visits in Town Square Dubai

Here is how the family’s pre key snagging actually played out.

First visit, April. The handover coordinator opened the townhouse for the inspection slot. Electricity was live, cooling was not. Farhan checked finishes, doors, windows, tiles, the balcony and visible waterproofing, and tested sockets and lighting. The AC test and thermal imaging went into the report as pending.

Within 24 hours. The report reached the family with the pending items clearly marked. They submitted it to the developer.

The weeks in between. The developer worked through most of the list. The cooling was connected. The bank released the payment.

Second visit, three weeks later. With the cooling on and nothing signed, we came back for the part that could not be done the first time. We ran the AC test, completed the thermal imaging and checked the earlier fixes.

The family then signed the handover acceptance with a short remaining list attached in writing. No drama. Just the right order.

How Prime Handles a Pre Handover Inspection

Our handover snagging is a 250+ point inspection, covering architectural, civil, mechanical, electrical, HVAC, plumbing, fire protection, joinery and facade items. It usually takes 2 to 4 hours on site.

We use thermal imaging cameras, moisture meters, borescopes and electrical testing equipment. When utilities are off, the tools that need them wait, and the report says so.

Your report arrives within 24 hours. Every finding is photographed. Anything we could not test is labelled pending.

When the developer has finished fixing, we can come back. You can read more about inspecting again after the developer fixes snags. The follow up inspection is booked as a separate visit. Ask for the fee when you book.

As our engineering manager, Eng. Mohammed Nadeem Maldar, says: “A detailed snagging report gives buyers the power to have problems fixed by the developer before they take the keys, at no extra cost to them.”

We take no commissions from developers. We work only for you.

Handover snagging starts from AED 999 for a studio or one bedroom, AED 1,499 for two bedrooms, AED 1,999 for three bedrooms, AED 2,799 for a townhouse and AED 3,999 for a villa. All prices exclude VAT.

Frequently Asked Questions

Can I snag a property if I have not taken keys yet?

Often, yes. If the unit is finished and the developer gives you an inspection slot, an inspector can attend with the handover representative. It depends on your SPA and developer policy, so ask the handover team in writing first.

Is a pre handover inspection worth it if utilities are off?

Yes, for part of the unit. Finishes, tiles, doors, windows, glazing and visible waterproofing can all be checked. AC, plumbing and electrical tests need power, water and cooling, so plan a follow up visit for those before you sign.

Should I snag before or after collecting keys?

Ideally both. An early inspection gives you a report before payment and signing. A second visit after utilities are live covers the rest. If you can only do one, make sure it happens before you sign acceptance.

Does the building completion certificate need to be issued first?

The building is completed and certified before handover begins. Before that, the site is still a construction zone and is not safe for inspections. Your completion notice is the signal that the handover stage has started.

Can the inspector test the AC before handover?

Only if electricity and cooling are both live. Without them, the AC performance test and thermal imaging cannot run. We mark them as pending and test them on a follow up visit once the cooling is connected.

What if the developer will not let me inspect before keys?

Policies differ, and some developers do not allow pre handover viewings. Ask in writing for an inspection slot. If you are refused, our guide on what to do when you cannot inspect before handover covers your options.

Do I lose my rights if I take keys before snagging?

Taking keys does not remove your protection. What matters more is the handover acceptance signature. Signing it without a report weakens your position in practice, so inspect before you sign, even if the keys are already with you.

Should I book a follow up inspection before signing the handover acceptance?

If your first visit had pending items or the developer has made fixes, yes. A follow up inspection confirms the repairs were done and covers anything that could not be tested earlier. It is booked as a separate visit.
