Water Pooling on Your Balcony After Rain in Dubai: What It Means and What to Do
A February morning in Dubai Creek Harbour, the day after an overnight storm. Two bedroom apartment, mid floor, and when the owner slid the balcony door open there was a sheet of water sitting across roughly two thirds of the balcony. This is one of the calls we get most often at Prime Inspections.
The odd part was the drain. There was a dry ring around it, because the grating sat proud of the tile. Water was standing everywhere except the one place designed to take it away.
The owner had already asked. “The developer says it will evaporate.”
It will. That was never the question. The question is why it is sitting there in the first place, and what it is doing underneath the tiles while it waits.
The short answer: is standing water a defect?
Water that is still standing on a balcony about five minutes after the source stops is a falls or drainage defect, not weather. It means the surface is not shedding water to the drain as designed.
There are four places that failure can sit: the structural slab fall, the waterproofing membrane, the screed and tile bed, and the level of the deck drain relative to the finished floor.
The most common causes we find, in rough order of frequency:
- Screed laid level rather than to a fall
- A reverse fall running back towards the balcony door
- A deck drain set higher than the finished tile
- A drain blocked with grout slurry or construction dust
- A tile bed built up over an existing screed fall
Everything below is how to tell which one you have, and how to get it recorded while somebody else is still responsible for it.

How a balcony is supposed to drain in Dubai
Balcony drainage is not complicated. It is just easy to get wrong in the last two weeks of a build, when finishes go on and nobody rechecks levels.
Falls and gradient, and the 1 in 100 rule of thumb
Accepted practice for a balcony fall is around 1 in 100, which is one percent. Over a two metre deep balcony that is roughly 20mm of drop from the door threshold to the drain.
Two honest caveats. That figure is industry practice, not a number we are quoting at you as law, and requirements vary with balcony geometry, drain position and finish type. If you want the authoritative position for your project, the Dubai Municipality Building Code Regulations and Construction Specifications is the document to check rather than any blog, including this one.
What matters practically is that the fall must be continuous and it must point at the drain. A balcony with the right gradient running in the wrong direction is worse than one with no gradient at all.
Where the fall must exist
This is where most explanations stop short, and it is the reason so many balconies get “fixed” twice.
The fall needs to exist at every layer:
The structural slab. Cast with a fall, or with the fall formed in the screed above it.
The waterproofing membrane. The membrane should follow the fall, not sit flat under a sloped screed. Water that gets through the tiles travels on the membrane, and a flat membrane holds it there indefinitely.
The screed and tile bed. Both need to maintain the fall rather than flatten it.
The finished floor. The tile surface you actually walk on is the only fall a homeowner can see, and it is the last one formed.
A balcony can have a perfectly good screed fall and still pond, because the tiling built it back out to level. That is why we always check finished floor level against the drain rather than trusting the drawing.
Deck drain level, weep holes and the threshold
The deck drain must sit at or fractionally below finished floor level. If the grating sits above the tile, water has to build up to the height of the grating before it can leave, which guarantees a permanent film of standing water by design.
Balcony thresholds usually include weep holes, small openings that let water trapped behind the door detail escape. They are frequently grouted over, filled with silicone or blocked with construction debris. When they are, water backs up at the threshold, which is exactly where you least want it.
The seven causes we find most
Ranked by how often we encounter them, which is our own field observation rather than an industry statistic.
- Screed laid level. The most common single cause. The balcony is flat, the water has nowhere to go, and the puddle sits in the middle of the field rather than near any particular feature.
- Reverse fall towards the door. Water collects along the threshold instead of at the drain. Serious, because that is the shortest route into the unit.
- Deck drain set above finished floor. The dry ring around the drain is the signature. If you see standing water everywhere except immediately around the outlet, this is almost always it.
- Blocked or grouted drain. New balconies are especially prone to this. Grout slurry, tile adhesive and construction dust wash into the outlet during finishing works and set there. The fall may be perfect and the balcony still ponds.
- Tile bed built over the fall. A late change to the finish, a thicker tile than specified, or a levelling bed added to fix a lippage problem, and the fall disappears under the new build up.
We inspected a terrace in a Dubai Hills Estate community where exactly this had happened. The screed underneath had a workable fall. The tile bed above it had been built up during a late finish change, and the finished surface ran gently back towards the door. Somebody had solved a tiling problem and created a drainage one.
Check finished floor level against the drain, not the screed drawing.
- Membrane laid without falls. Harder to detect visually, and it is the one that turns a nuisance into a leak. Water passes through tile joints, reaches a flat membrane, and sits in the build up with nowhere to drain.
- Missing or blocked threshold weep holes. Often found alongside cause 2. The water that should escape at the threshold instead pools against the door track.
Why ponding matters more in Dubai than people think
The usual dismissal is that it rains twice a year, so who cares. That reasoning misses how the defect actually behaves here.
Water gets into the build up. Tile joints are not waterproof. Standing water finds its way into the bed, and once it is there the membrane is the only thing between it and the slab.
Efflorescence. Water moving through cementitious materials carries dissolved salts, and when it evaporates at the surface it leaves them behind as white bloom at tile joints. Dubai’s high evaporation rate and saline coastal conditions make this pronounced. Efflorescence you clean off and that returns is not a cleaning problem. It is telling you water is still moving through the build up.
Ingress into the unit below. This is the point where an owner loses control of the story. A ponding balcony finds a path, and the ceiling perimeter of the apartment underneath shows a damp patch weeks later, the same pattern we cover in damp appearing on a ceiling. Now there is a second owner involved, a building management case, and a question about who pays.
Tile debonding and hollow tiles. Persistent moisture under tiles breaks down the adhesive bond. Tap across a balcony and listen. A hollow sound means the tile has released.
Slip risk and staining. Standing water plus fine dust equals a slick surface and permanent marking. The same principle applies around shared pool decks, which is why deck drainage is part of what we check under our Pool Inspection service.
We attended a Palm Jumeirah balcony where white bloom kept reappearing at the tile joints after each clean. The owner had been treating it as a cosmetic annoyance for months. Weeks later the unit below reported a damp ceiling perimeter, and the two things turned out to be the same problem.
Recurring efflorescence is a moisture path, not a cleaning problem.
And the “it only rains twice a year” argument does not survive contact with reality anyway. AC condensate discharge, balcony washing and irrigation overspray keep the defect live all year round.

Test your balcony today: the flood test and the bucket test
You can run this yourself in about five minutes, and it produces evidence that holds up.
- Clear the balcony and check the drain grating is not obviously blocked before you start.
- Pour water steadily across the field of the balcony, a few buckets, enough to wet the whole surface. Do not aim at the drain.
- Start a timer the moment you stop pouring.
- Photograph the balcony at zero minutes, five minutes and fifteen minutes, from the same position each time.
- Mark the edge of any remaining puddle with chalk or tape, and photograph the mark.
- Measure the depth of standing water against a ruler and photograph that too.
- Pour directly at the drain and watch the flow rate. Slow or backing up means a blockage rather than a falls problem.
- Check the threshold. If water is collecting along the door line, note it.
- If you have access, check the ceiling of the unit or space below afterwards.
The threshold to apply: water still standing about five minutes after you stop pouring is treated as a drainage defect in inspection practice.
One handover unit we attended passed a visual check comfortably. The balcony looked flat and clean and nobody expected an issue. It failed a bucket test in under two minutes, because the drain grating sat above the finished tile by a small margin that was invisible to the eye.
Water finds level differences that the eye does not.
If your bucket test left water standing, send the photo on WhatsApp and an engineer will tell you whether it is a falls issue or a drain issue.
Your evidence pack
Whatever you do next will go better if the documentation is right. This is what makes a report usable rather than anecdotal.
- Date everything. File timestamps, not your memory.
- Label the location. Which balcony, which room it opens off, which elevation.
- Wide plus close. One shot showing the whole balcony in context, one showing the puddle in detail.
- Include a scale. A coin, a tape or a ruler in frame. Depth against a ruler is more persuasive than any adjective.
- Shoot a timed sequence. The same frame at zero, five and fifteen minutes is the single most convincing piece of evidence you can produce.
- Take video of the pour and the standstill. It removes any suggestion that the water was recently added.
- Record the weather. If this followed rain, note the date of the storm.
That is the owner’s version. An inspection adds thermal imaging to trace moisture spread and the same moisture metering we use in our Water Leakage Inspection service at the threshold and the ceiling below, severity scoring so each item carries a defined priority, and a developer ready rectification checklist rather than a description.
What to do, step by step
- If you have not signed the handover acceptance form, do not sign it until the ponding is recorded on the snag list with photographs.
- Log the item as water ingress with a high severity category, not as a finishing observation. How it is categorised affects how it is treated.
- Submit in writing to the developer, referencing your SPA defect clause and the Defects Liability Period, with the timed photo sequence attached.
- Request a witnessed flood test on site, with both parties present and the timings recorded.
- Ask for the proposed rectification method in writing before work starts.
- Reject re grouting or surface sealing as the fix. Those treat the symptom. A real correction lifts tiles, corrects the screed falls, reinstates the waterproofing and re lays the finish.
- If the drain is the issue, ask for the outlet to be reset to finished floor level rather than cleaned and left proud.
- Book a de-snag verification, the same check we run as part of our Contractor Work Inspection service, and repeat the same flood test after the work, from the same camera position.
That last step matters more than people expect. Balcony rectification is the category where we most often find the second visit necessary.
If the developer says it is normal: escalation
We work only for homeowners, never for developers or real estate agents, and ponding is the defect where that independence earns its keep. “It is normal” is the standard first response, and it is usually not a considered engineering position. - Written notice to the developer or main contractor. Photographs, timed sequence, measured depth, SPA defect clause reference. Keep it in one email thread.
- Customer care, then head of customer experience. In writing, referencing your original notice date.
- RERA and the Dubai Land Department. File through the Dubai REST app or the Dubai Land Department website. The fee is commonly cited at AED 1,000 per complaint, with an initial response around five working days, admission in roughly seven to fifteen days, and a decision target near 60 days. RERA sits within the DLD. Verify current figures and treat the timings as targets.
- Dubai Courts. Claims above AED 100,000 generally require a report from a DLD registered property consultant, commonly around AED 5,000 to AED 15,000. Dubai Courts filing fees are percentage based with a cap commonly cited near AED 40,000, and timelines typically run six to eighteen months or longer. Verify before relying on any of it.
One correction, because it costs owners weeks: the Rental Disputes Centre handles landlord and tenant disputes only. It does not hear buyer versus developer defect claims.
We had a case where the first response was a flat “ponding is normal in this design”. What changed it was not a stronger email. It was a dated flood test sequence and a severity scored report submitted in writing, after which the position moved to scheduling rectification.
Evidence changes the conversation. Tone does not.

DLP versus decennial liability
Two protections, often confused, and only one of them usually applies here.

Your DLP is not set by law. It comes from your sale and purchase agreement, and the wording varies, so read the actual clause rather than assuming twelve months.
Decennial liability sits in Federal Decree-Law No. 25 of 2025, which repealed Federal Law No. 5 of 1985. Article 821 makes the contractor and supervising engineer jointly liable for ten years for collapse and for defects threatening the building’s stability and safety. Article 823 voids any contract clause attempting to exclude or limit that. Article 824 gives three years from discovery of the defect to bring a claim.
Be clear about which one you are in. The large majority of balcony ponding is a DLP matter, handled under your contract. It only reaches decennial territory in the uncommon case where the water path has progressed to something that threatens structural stability and safety. Anyone telling you that ponding is automatically a ten year structural claim is overselling it.
If you have already signed, the DLP still runs and a dated evidence pack still works. Your position is weaker than it would have been before signature, not gone.

On the rectification side, understand what a real fix involves before you accept an offer. Lifting tiles, correcting screed falls, reinstating waterproofing and re laying the finish is the repair. An offer to re grout, apply a surface sealer or clean the drain and leave it is a symptom fix, and you will be back on the same balcony next season.
Developer rectification of documented snags commonly runs around four to five weeks in this market from written notice to completion. That is our field observation, not a legal deadline, and your SPA may say otherwise. The snagging window itself is SPA dependent too, so check the period your agreement allows.

What causes white powder on balcony tiles? Efflorescence. Water moving through the cementitious build up dissolves salts and deposits them at the surface as it evaporates. Cleaning removes the deposit, not the cause. If the white bloom keeps returning, water is still moving through the build up and the ponding has not been resolved.
Can ponding cause a leak into the apartment below? Yes, and it is the most common way a balcony defect becomes expensive. Water works through tile joints into the bed, and if the membrane is flat, damaged or poorly detailed it finds a path to the slab. The result usually shows as damp at the ceiling perimeter below.
Does ponding damage tiles? It does over time. Persistent moisture breaks down the adhesive bond, and tiles begin to debond. Tap across the surface and listen for a hollow sound, which indicates the tile has released from the bed. Grout deterioration and permanent staining usually appear alongside it.
What if the developer says it is normal? Run the timed flood test and submit the photo sequence in writing with the depth measurement and your SPA defect clause reference. A first response of “normal” is a position, not an assessment, and documented evidence is what typically moves it.
Is balcony waterproofing covered by decennial liability? Usually no. Decennial liability under Article 821 covers collapse and defects threatening structural stability and safety. Most balcony ponding and waterproofing failure is a contractual defects period matter under your SPA. Only an advanced water path affecting structure would reach the decennial threshold.

The engineer’s view, and what to do next
Standing water is never cosmetic in a hot, saline, high evaporation climate. What it looks like is a puddle. What it is doing is moving salts through your build up, working at your adhesive bond, and testing your membrane for a way through to the slab beneath.
The cheapest moment to solve it is before the handover acceptance form is signed. The second cheapest is the day you find it. Every month after that, the defects period is shorter and the evidence is older.
