What to Do When DEWA Is Not Connected on Inspection Day
August, a Palm Jumeirah apartment at eight in the morning, humidity already sitting on everything. The lobby was finished, the unit smelled of fresh paint, and when I opened the distribution board there was nothing. No supply, no meter reading, nothing to switch on.
The owner had flown in for two days specifically for this. He asked the sensible question.
“Should we even carry on?”
Yes, but not on the terms he was expecting, and definitely not ending with a signature.
The short answer
A visual inspection without DEWA is still worth doing, and it will catch a large share of finishing and workmanship defects. But roughly a third of a proper handover inspection is performance testing, and performance testing needs power and water — the same gap a Contractor Work Inspection is built to close on fitted-out but unpowered units.
Any report produced without utilities is a partial report. It must say so on the cover page, it must list the deferred tests by name, and you should not sign the handover acceptance form on the strength of it.

Exactly what cannot be tested without power and water
Nobody publishes this list, which is odd, because it is the only thing the reader actually needs.

Nine test families. That is not a rounding error in an inspection, it is the entire performance half of it.
We inspected a unit that looked flawless dry. Clean lines, good finishes, nothing to complain about. On re-inspection with water live, there was a slow leak at a shower tray upstand and a hairline weep at a waste connection under the vanity, neither of which had been visible in any way on the first visit. Plumbing defects are almost never visible without water in the system.
Why thermal imaging is the biggest quiet loss
This is the test owners most wrongly assume works in any condition, because a thermal camera looks like it should work on anything.
It does not detect water. It detects temperature difference. Damp material cools by evaporation and reads differently from dry material around it, and that contrast is what a thermal image shows you.
In a dry, unconditioned unit with no AC running and no water in the system, there is no differential and no active moisture. The camera returns a flat, even image, and a flat image is not a clean bill of health. It is no information at all.
That distinction matters, because a thermal survey done in the wrong conditions can be presented afterwards as evidence the unit was dry.
Why the AC test is not optional in Dubai
Ambient here can exceed 45 C in summer. A healthy residential system may only deliver roughly 10 to 12 C below ambient at peak load, which means the difference between a system that is performing and one that is failing is a matter of measurement, not impression.
The diagnostic is the supply versus return air temperature split, and on chilled water systems the delta T across the coil.
Present those as engineering practice, which is what they are. Developer acceptance thresholds for AC performance are not published in Dubai, so anyone quoting you a regulated number is inventing it. What the measurement gives you is a defensible position, not a legal one.
What you can still do with a dead unit
A no DEWA visit is not wasted. Without utilities we can still carry out:
- Dimensional and level checks with a laser distance measure
- Tile hollowness by tapping, across floors and wet area walls
- Joinery alignment, door and window operation, ironmongery
- Glazing, seals and gasket condition
- Visible waterproofing detail at thresholds, upstands and junctions
- Balcony falls by bucket test, if any water source is available
- Facade, roof and inaccessible external elements by drone
- Finish defect recording across every room
That covers a meaningful share of what ends up on a snag list. It just does not cover the expensive half.

Why a no DEWA report must be labelled partial
Saying this costs us money, which is exactly why it is worth saying (see About Us on why we work only for homeowners). A partial inspection is not a full inspection and should not be charged, described or submitted as one.
What the cover page states
- The inspection date
- The utility status on that date, stated plainly: DEWA not energised, district cooling not activated
- An explicit list of the deferred tests, by name
- A statement that the report is preliminary pending utility activation, with a supplementary report to follow
That is four lines. Those four lines are what protect your second visit.
How to submit it
Send it inside your SPA snagging window, even though it is incomplete. Meeting the deadline matters.
In the covering email, state that MEP and performance testing could not be carried out because utilities were not live, name the deferred tests, and say that a supplementary list will follow once activation is complete. Then request written acknowledgement.
Developers accept supplementary lists without argument far more often when the first report was clearly marked partial and explained why. Label the gap and you protect the second visit.
Do not sign acceptance on a partial report
The Defects Liability Period clock and your acceptance of the unit’s condition attach to the handover acceptance signature, not to key collection.
Signing acceptance for a unit whose entire MEP scope is untested is the one genuine mistake available on a day like this. Everything else is recoverable.
DEWA and district cooling are two different accounts
This gets conflated constantly, and it is why “AC not cooling on handover day” is the most misdiagnosed complaint in Dubai.
They are separate utilities
DEWA supplies electricity and water. District cooling is supplied by Empower, Emicool or Tabreed depending on the development, with its own registration, its own refundable deposit, a fixed capacity charge expressed in refrigeration tonnes (TR) or refrigeration tonne hours (RTh), and a metered consumption charge.
Two accounts. Two activations. Two things that can be missed.
No district cooling account means no cooling
Regardless of DEWA status.
We attended a handover where DEWA was live, the fan coil was running, air was moving from every diffuser, and the owner had already accepted that the AC worked. Delta T was negligible. The district cooling account had never been opened, so there was no chilled water reaching the coil.
Air movement is not cooling, and DEWA status tells you nothing about chilled water.
Identify your system type first
Three arrangements exist in Dubai homes, and which one you have determines which activation you need:
- Split or ducted DX with an owner side condenser. Needs DEWA only.
- Chilled water fan coil unit on district cooling. Needs DEWA and a district cooling account.
- Central building chiller served risers. Needs DEWA, with cooling supplied by the building.
Establish this before you chase anything, or you will spend a day chasing the wrong account.
One correction worth having: a move in permit or NOC is a building or Owners Association access requirement. It does not come from DEWA. Ask your building management about it early, because it can hold up access even when both utilities are live.

How to get DEWA activated, fast
Documents
- Owner: title deed or sale and purchase agreement, Emirates ID, passport copy.
- Tenant: valid Ejari registration, Emirates ID, passport copy.
Have all of it assembled before you start the application. We watched an owner attempt activation before the title deed documentation was in order and lose two full days to it, with a booked inspection and a flight sitting on the other side.
Assemble documents before you book, not after.
Fees and deposits
Refundable deposits are commonly quoted at AED 2,000 for an apartment and AED 4,000 for a villa. Non refundable connection fees run roughly AED 155 for a small meter and AED 330 for a large meter, plus VAT.
Confirm current figures on dewa.gov.ae before you budget. Utility charges change and we do not want you planning around a number from a blog.
Timeline
Activation commonly completes within 6 to 24 working hours once the application and documents are accepted.
Book the inspection after that window closes, not on the same morning. An inspection booked for the same day as an activation request is the most common cause of a second visit.
The sequence that avoids a second visit
- Confirm the Building Completion Certificate has been issued and you have the handover notice.
- Settle the final instalment and applicable DLD fees.
- Secure access arrangements, including any building move in permit or NOC.
- Apply for DEWA activation and confirm it is live.
- Register the district cooling account, if your system needs one.
- Book the inspection.
- Inspect, review the Category A findings, then sign the acceptance form.
Six steps before the seventh. Doing them out of order is what turns one visit into two.
If the developer holds the meter
Some units hand over on a builder’s supply, or with the meter still registered in the developer’s name. That can look like an energised unit while none of your account exists.
Ask in writing who currently holds the DEWA account and on what date it transfers to you. Get the answer in writing, because that date affects both your testing window and your first bill.
Book a handover inspection once DEWA is live. Apartments take two to four hours, villas four to eight, and the photo based digital report arrives within 24 hours.
If the developer will not energise before your snag window closes
- Written dated notice. To the developer or main contractor, citing the SPA defect clause and the DLP, with the partial report attached and the deferred tests named. If this goes quiet, see what to do when a developer ignores your snag list.
- Customer care, then handover manager, then head of customer experience. In writing, one thread, referencing dates.
- RERA and the Dubai Land Department. Via the Dubai REST app or the DLD real estate violations route. The fee is commonly cited at AED 1,000 per complaint, with an initial response in about five working days and admission roughly seven to fifteen days once documents are complete. RERA targets a decision within 60 days. Verify current figures and treat the timings as targets.
- Dubai Courts. Claims above AED 100,000 generally need a report from a DLD registered property consultant, commonly around AED 5,000 to AED 15,000. Filing fees are percentage based with a cap commonly cited near AED 40,000, and timelines typically run six to eighteen months or longer.
Routes people take by mistake
The Rental Disputes Centre handles landlord and tenant disputes only. It does not hear buyer versus developer defect disputes.
Dubai Municipality covers building code and structural safety concerns. The DLD call centre is 800 4488. Where the issue sits in common property, including risers and building services, it falls to the Owners Association or Management Company under Law No. 6 of 2019, funded through service charges administered on Mollak. Long term protection
Even with testing delayed, defects threatening structural stability and safety sit under Article 821 of Federal Decree-Law No. 25 of 2025, previously Article 880 of Federal Law No. 5 of 1985, for ten years. Article 823 voids any clause attempting to exclude it, and Article 824 requires a claim within three years of collapse or discovery.
That does not cover your untested AC. It does mean the most serious category of defect is not affected by a delayed inspection.
Costs, and whether a second visit costs double
Inspection ranges by unit type, as market ranges only, request a quote:

On second visits, our position is simple and it is company policy rather than an industry rule: where we attend and utilities are not available, we do not charge a full inspection for a partial one, and we agree the return visit arrangement with you before we start rather than after.
Ask any inspector the same question before booking. How do you charge if the unit is dead when you arrive? The answer tells you a lot.

The fan runs, air moves, nothing cools. Other causes include a closed chilled water isolation valve, an uncommissioned thermostat, or filters blocked with construction dust.
Should I sign handover acceptance if the unit has no power? No. The Defects Liability Period clock and your acceptance of the unit’s condition attach to that signature. Signing while the entire MEP scope is untested accepts a unit nobody has actually assessed. Submit the partial report inside your window and defer the signature.
What is a partial snagging report? A report that states on its cover page which tests could not be performed and why, usually because utilities were not live. It records everything that could be assessed, names the deferred tests explicitly, and confirms a supplementary report will follow after activation.
Do I pay twice if the inspector has to return? That depends on the inspector, so ask before booking. Our position is that a partial inspection is not charged as a full one and the return arrangement is agreed up front. Sequencing activation before the booking is the reliable way to avoid the question entirely.
Does a move in permit come from DEWA? No. A move in permit or NOC is a building or Owners Association access requirement, issued by your building management, not by DEWA. It is worth requesting early, since it can block access to the unit even when both utility accounts are fully active.
The engineer’s judgement
A dark unit is not a failed inspection. It is an incomplete one, and incomplete is a manageable state as long as everyone involved knows that is what it is.
The only real mistake available on a day like that Palm Jumeirah morning is letting an incomplete inspection be recorded as a complete acceptance. Everything else can be rescheduled, resubmitted or supplemented.
