What to Do When You Own the Unit Remotely and Cannot Attend

A February morning in District One, cool enough to work without sweating. One of our engineers had a phone propped against the kitchen island on a video call, and the owner was watching from a desk seven hours behind us.

He asked us to hold the camera steady on a hairline crack above a bedroom door head. We measured it against a scale while he watched, and he said something that stuck with me.

“I have never stood in this apartment.”

He had bought it three years earlier, paid for it in full, and was seeing it for the first time through a phone camera held by someone he had met by email.

That is a normal Tuesday for us, and the process below is how it works without anyone having to take anything on faith.

The short answer

If you cannot attend a Dubai handover, appoint an independent inspector with a written authorisation or power of attorney, join the inspection by live video, receive a photo based digital report, submit the snag list to the developer in writing, and verify fixes by remote de-snag.

The one thing you should not do is sign the handover acceptance form before you have read the report. Everything else on this page is delegable. That is not. This is exactly the workflow our New Handover Snagging service runs for owners based overseas.

1. Confirm the handover notice, window and access route

Read your handover notice properly, and then read the defects clause in your SPA against it.

Your snagging window is contractual. Commonly seven to fourteen days, but there is no published mandated period in Dubai, and agreements differ on both the length and the start date. Some run from the notice, some from key collection, some from the acceptance signature. Those are different deadlines.

Establish the number and the start date before you plan anything else, because every step below has to fit inside it.

2. Issue an authorisation letter or power of attorney

There is a distinction here that most articles blur, and it matters.

An authorisation letter typically covers attendance, access and inspection. It lets your inspector into the unit and lets them carry out the work.

A power of attorney is the instrument for binding actions, meaning anything that commits you legally.

Which one your developer will accept varies. Some accept a signed letter with a passport copy. Others insist on a notarised document, sometimes attested and sometimes translated.

Whatever you issue should include your passport copy, Emirates ID if you hold one, the SPA or Oqood reference, the unit number, and your inspector’s company name and inspector details.

We see both patterns regularly. A signed authorisation letter and passport copy accepted without question, and the same document refused because that particular developer’s policy required notarisation, which pushed the visit back by days.

Ask the handover team in writing which document they will accept, before you book the slot.

On drafting, notarisation, attestation and translation, take proper legal advice. We are inspectors, and POA requirements vary by document, developer and jurisdiction in ways we are not the right people to advise on.

3. Coordinate access with the handover team

The developer’s handover team controls keys and appointment slots. That is the practical reality of arranging anything from abroad.

Send the authorisation ahead rather than on the day. Confirm the slot in writing. And check separately whether the building or Owners Association requires a move in permit or NOC for access, because that is a building requirement and not a DEWA one, and it catches remote owners constantly.

4. Book a workable time zone overlap

Dubai runs on Gulf Standard Time, UTC plus four.

Rough overlaps for the cities we call most: London is four hours behind, so a mid morning Dubai inspection lands early morning for you. Karachi is one hour ahead. Lagos is three behind. Toronto is eight or nine behind depending on the season, which usually means a late Dubai afternoon slot. Singapore is four ahead.

The scheduling point that actually matters: put the live call in the second half of the visit, when there are findings to look at. Joining at the start means watching someone open cupboards.

Apartments take two to four hours on site. Villas take four to eight. Plan the call accordingly.

5. Run a live video walkthrough

Three calls work better than one long one.

  • Opening call. Confirm the unit reference and, where utilities are live, the meter readings. This is your proof that the right unit was inspected on the right day.
  • Mid inspection call. The substantive one. Findings as they are made.
  • Closing call. The Category A summary and what happens next.

What to ask for on camera: wet areas and shower trays, balcony falls and drains, door and window seals and operation, the distribution board, and the AC supply and return grilles. One owner joined a call and immediately flagged a joinery alignment issue in a wardrobe run that mattered to him personally and that no standard checklist would have marked as significant. It went on the list because he was there.

The live call is not supervision. It is your own priorities entering the record.

6. Receive the photo based digital report

Within 24 hours, severity scored, grouped by room and by trade, with photographs and fix notes.

Severity categories:

  • Category A. Safety, structural and water ingress. These decide whether you sign.
  • Category B. Functional and MEP.
  • Category C. Cosmetic and finishing.

Grouping by trade matters more than it sounds. A list organised that way lets the developer send one team once. A list in the order defects were noticed sends several teams several times.

7. Submit the rectification checklist in writing

Email it to the developer inside your snagging window, dated, and request written acknowledgement.

Use the developer ready format rather than a rewritten summary. The point of the format is that trades can act on it without anyone translating it into their own system first, which is where a week usually disappears.

You can do this yourself from anywhere, or your inspector can submit it under your authority. Either works. What matters is that it is dated, written and acknowledged.

8. Verify fixes by remote de-snag

Developers close items on a system. Closure is a claim, not evidence.

A remote de-snag revisits each item and photographs it from the same angle as the original, with dates, so you are comparing like with like rather than reading a status field.

We ran one where a set of items came back marked closed, and the comparison photography showed filler and fresh paint over a crack that had never been investigated. Closure is a claim. Reappearance proves the source was never found.

The one rule: never sign handover acceptance remotely before reading the report

Why the signature matters more than the keys

The Defects Liability Period clock and your acceptance of the unit’s condition attach to the date you sign the handover acceptance form. Not to key collection, not to the handover appointment, not to the final payment.

From abroad, that signature usually arrives as a PDF in an email with a reasonable sounding request to return it today. It does not feel like the most consequential moment of the process. It is.

We see this pattern often enough to name it: an owner is asked to sign and return the acceptance form before the report has been issued, sometimes before the inspection has happened. The signature is the moment your position changes, so it is the one action that never happens on trust.

If you are pressed to sign

Reply in writing, and keep it short and unconfrontational:

Thank you. I am not disputing the handover and I am not withholding acceptance. My independent inspection is scheduled for [date] and the report follows within 24 hours. I will return the signed acceptance form by [specific date]. Please confirm.

That reply gives them a date, removes the suggestion of a dispute, and buys you the only thing you actually need, which is the report.

If you have already signed

You are not without protection. The contractual DLP, commonly twelve months from handover, still runs. Structural defects threatening stability and safety sit under decennial liability for ten years regardless of what you signed.

Book the inspection quickly. The argument that a defect is construction related rather than occupation related is strongest early.

Book a handover inspection and join live from wherever you are. Apartments take two to four hours, villas four to eight, and your photo based digital report arrives within 24 hours.

What still runs in your favour from abroad

Distance changes your logistics. It does not change your entitlements.

The first two are contractual practice, not statute. Read your SPA for your actual terms rather than assuming the market norm applies to you.

Decennial liability sits in Article 821 of Federal Decree-Law No. 25 of 2025, previously Article 880 of Federal Law No. 5 of 1985. It is strict liability for total or partial collapse and for defects threatening structural stability and safety, with the contractor and supervising engineer jointly liable. Strict liability means you establish the defect rather than prove negligence.

Article 823 voids any contract clause attempting to exclude or limit it. Article 824 requires a claim within three years of the collapse or of discovery.

None of that depends on where you were standing when the unit was handed over.

Dubai specifics a remote owner keeps tripping over

The handover sequence

Building Completion Certificate, handover notice, final instalment and DLD fees, snagging window, acceptance signature, keys, title deed, then DEWA and district cooling activation, and Ejari if you intend to lease.

If you bought off plan, your interim registration is recorded as Oqood on the DLD register, which converts to a title deed at completion.

DEWA from abroad

Owner documents are the title deed or sale and purchase agreement, Emirates ID and passport copy.

Refundable deposits are commonly quoted at AED 2,000 for an apartment and AED 4,000 for a villa, with non refundable connection fees of roughly AED 155 for a small meter and AED 330 for a large meter, plus VAT. Activation commonly completes within 6 to 24 working hours.

Confirm current figures on dewa.gov.ae before you budget.

District cooling is a separate account

Supplied by Empower, Emicool or Tabreed depending on the development, with its own registration, deposit, a fixed capacity charge in TR or RTh, and a metered consumption charge.

Without activation there is no cooling, regardless of DEWA status. This is the single most common thing remote owners get wrong: they activate DEWA, assume utilities are handled, and then hear from whoever visits the unit that the AC does not cool. If utilities are not live, the inspection is partial

Say so in advance and instruct that the report be labelled partial with the deferred tests listed by name. Nine families of performance test need power and water, including AC delta T, plumbing pressure testing, RCD verification and effective thermal imaging.

A partial report is still valuable. It just should not be mistaken for a complete one, and it should not carry a signature.

If the developer goes quiet while you are overseas

  1. Written dated notice. To the developer or main contractor, with photo evidence, citing the SPA defect clause and the DLP. If it stalls further, see what to do when a developer ignores your snag list.
  2. Customer care, then handover manager, then head of customer experience. In writing, one thread, referencing dates.
  3. RERA and the Dubai Land Department. Via the Dubai REST app or the DLD real estate violations route. The fee is commonly cited at AED 1,000 per complaint, with an initial response in about five working days and admission roughly seven to fifteen days once documents are complete. RERA targets a decision within 60 days, moving through review, notice, mediation and investigation. Verify current figures and treat timings as targets. Worth knowing for your situation specifically: the Dubai REST app is usable from outside the UAE. For a remote owner, that is a genuine advantage, because the regulator route does not require you to be in the country.
  4. Dubai Courts. Claims above AED 100,000 generally need a report from a DLD registered property consultant, commonly around AED 5,000 to AED 15,000. Filing fees are percentage based with a cap commonly cited near AED 40,000, and timelines typically run six to eighteen months or longer. A remote claimant will usually need a power of attorney for representation.

Routes people take by mistake

The Rental Disputes Centre handles landlord and tenant disputes only. It does not hear buyer versus developer defect disputes.

Dubai Municipality covers building code and structural safety concerns. The DLD call centre is 800 4488. Where the issue sits in common property, it falls to the Owners Association or Management Company under Law No. 6 of 2019, funded through service charges administered on Mollak.

The honest comparison for a remote owner is not against doing nothing. It is against a return flight, a hotel, and the leave you would need to take, and then doing the inspection yourself without instruments. On that comparison the arithmetic is straightforward, and you still would not be able to measure AC delta T or verify an RCD trip time. Frequently asked questions

Can someone else attend my property handover in Dubai? Yes. You can authorise an independent inspector, a representative or a family member in writing to attend, receive keys and carry out the inspection. Confirm with the handover team in advance which document they accept, since some developers require a notarised power of attorney rather than a letter.

Should I sign the handover acceptance form remotely? Not before you have read the inspection report. The Defects Liability Period clock and your acceptance of the unit’s condition attach to that signature. How do I verify snags were actually fixed if I am abroad? Through a remote de-snag inspection using dated comparison photography taken from the same angles as the original findings, item by item. What they cannot do is measure AC delta T, verify RCD trip times, detect moisture behind finishes, test balcony falls or read thermal signatures, or classify severity in a format the developer will act on.

Is it too late to snag if I only visit months after handover? Not if you are inside the Defects Liability Period, commonly twelve months and set by your SPA. Book as soon as you can, since the argument that a defect is construction related weakens the longer the unit has been occupied. Structural matters remain covered for ten years.

The engineer’s judgement

Distance is a scheduling problem, not a rights problem. That is the sentence I would want a remote owner to keep.

Every step in this process can be delegated to someone competent and independent. The authorisation, the access, the inspection, the submission, the verification. All of it.

The signature is the exception, and it is the exception precisely because it is the only step that changes your position. Delegating it in a hurry, to meet somebody else’s schedule, is the one move that cannot be undone by a follow up email.
