What to Do When Your Pool Loses Water After Handover in Dubai

Late July, a five bedroom villa, ambient sitting in the mid forties. The owner had taken handover three weeks earlier, and every morning the water sat a little further below the tile line. This is one of the calls we get most often at Prime Inspections.

He had raised it once. The answer came back in five words: normal in summer, sir.

Maybe. Dubai in July does take water off a pool at a rate that surprises people who have owned pools elsewhere. But maybe is not an answer when you have just paid a final instalment on a villa, and there is a free test that settles it in 24 hours.

Worth saying plainly before anything else: we work only for homeowners, never for developers or real estate agents, as set out on our About Us page. We also have no pool construction or repair arm, so there is nothing waiting at the other end of this diagnosis for us to sell you. The developer’s pool contractor built both the shell and the plumbing, which is precisely why the opinion on whether they leak should come from somewhere else.

Direct answer: evaporation or leak?

Run a bucket test. Place a filled bucket on a pool step so the water inside and outside match, mark both levels, and compare after 24 hours with the pump off. Then repeat with the pump on.

Equal loss means evaporation. Greater pool loss means a leak.

Evaporation and a leak look identical to the eye, because both simply lower the water line. The bucket removes the guesswork by giving you a control sample sitting in the same air, the same sun and the same wind as your pool.

On rates, be careful with numbers you read anywhere, including here. A commonly cited baseline for hot arid conditions is around 6 mm per day, and Dubai summer regularly sits at or above that. There is no published Dubai specific standard, so treat any figure as a range and as field observation rather than a threshold you can quote at anyone.

We ran this test on a villa in Dubai Creek Harbour where the owner was convinced the shell had cracked. The pool and the bucket dropped almost identically over both stages. It was evaporation, and he stopped worrying that afternoon.

Measure before you dig.

How much loss is normal in a Dubai summer

Evaporation is driven by physics, not by opinion, and Dubai supplies most of the variables in abundance.

What drives it here

Ambient heat. More energy available to drive water into the air.

Low inland humidity. Dry air absorbs more. The drier the air, the faster the loss.

Wind. The largest single variable most owners ignore. Wind strips the saturated layer sitting on the water surface and replaces it with dry air. A shamal event can lift daily loss noticeably for the days it blows.

Sun hours. Direct exposure with no shade structure means more surface energy.

Warm water. A pool sitting at 33 C evaporates faster than one at 27 C.

No cover. An uncovered pool loses substantially more than a covered one.

Splash out. Children, water features and heavy use all remove water that never evaporated at all.

Why a coastal pool behaves differently from an inland one

A pool on Palm Jumeirah sits in noticeably more humid air than one in an inland community like Tilal Al Ghaf or Dubai Hills. Higher humidity slows evaporation.

Which means a rate that is entirely normal for an inland villa may be high for a coastal one, and comparing your loss to a neighbour’s in a different part of Dubai tells you very little. Your bucket, in your air, is the only fair comparison.

Why the autofill hides everything

This is the part that costs owners the most, and it is barely mentioned anywhere.

An autofill valve keeps the level constant by topping the pool up automatically. If your pool has one and it is working, a leak produces no visible symptom at all. The tile line stays where it should be. Nothing looks wrong.

You find out through a water bill, a wet patch on the deck, damp appearing in an adjoining wall or plant room similar to what we cover in damp appearing on a ceiling, or eventually through settlement around the pool surround. By then the defects period may be well advanced.

So before you test anything, isolate the autofill. Close its supply valve, and note that you have done so. Leaving it running during a bucket test invalidates the whole exercise, because the pool is being refilled while you measure it.

The bucket test protocol

Free, decisive, and it takes two days.

Setup

  1. Fill a clean bucket about three quarters full and place it on the second step of the pool, submerged enough to be stable but with the rim well clear of the water.
  2. Add or remove water so the level inside the bucket matches the pool level outside it.
  3. Mark both levels with waterproof tape or a marker, one line inside the bucket, one on the outside face at the pool water line.
  4. Isolate the autofill.
  5. Photograph both marks with the date visible.

Stage one: pump off, 24 hours

Switch the circulation pump off and leave the pool undisturbed. No swimming, no features running, no backwashing.

After 24 hours, measure the drop inside the bucket and the drop in the pool, in millimetres, and photograph both against a rule.

Record: date, start time, end time, both measurements, and rough weather conditions including wind.

Stage two: pump on, 24 hours

Reset both levels to match, remark, then repeat the full 24 hours with the pump running its normal cycle.

This second stage is what most guides omit, and it is where half the diagnostic value sits. The pressure side of the plumbing, meaning the return lines pushing water back to the pool, is only pressurised when the pump runs. A leak on that side may not show at all when the system is off.

Reading the level where the loss stops

This is the strongest free diagnostic available to you, and it is almost entirely absent from UAE pool content.

A leak drains water only down to the elevation of the defect. Once the water falls below the hole, there is nothing left to push through it, and the level stabilises. So where the drop stops is a map of where the problem is.

Let the pool find its own level, with the autofill off, and note where it stabilises.

It stops at the skimmer throat

The most common finding on new pools. The skimmer is a separate component built into the shell, and the joint between the skimmer body and the shell is a construction interface rather than a continuous surface.

Water drains until it falls below that throat, then stops.

We inspected a villa pool in Jumeirah Bay Island that stabilised right at the skimmer throat line. The owner had been quoted for shell investigation, which would have meant draining the pool in August. The defect was at the skimmer to shell joint.

The level where loss stops is the map.

It stops at a return inlet

Return inlets are the fittings pushing filtered water back into the pool. A failed seal at the fitting or a cracked connection behind it produces a level that stabilises just below that inlet.

Cross reference this with your stage two bucket result. If the loss was worse with the pump on and the level stops at a return, the two findings agree.

It stops at the light niche

Pool lights sit in a niche cast into the shell, with a conduit running from the back of that niche to the plant room or a junction box.

Two failure paths exist. The niche to shell joint, and the conduit itself, which can carry water away from the pool entirely if the seal at the fixture has failed. A level that stabilises at the top or bottom of the light housing points here.

It stops just below the tile band or bond beam

The bond beam is the reinforced upper edge of the shell, and the tile band usually sits at that level. A loss that stops just below it suggests a defect in the upper shell, the tile band bedding, or the coping detail.

It keeps falling towards empty

If the level keeps dropping past every fitting, the defect is lower down. That points to the shell itself, the main drain and its plumbing, or the hydrostatic relief valve at the base of the pool.

This is the outcome that needs professional investigation rather than further self testing, and it is the category most likely to involve structural questions.

The plant room suspects nobody checks

Not every water loss is in the pool. Some pools are perfectly sound and still lose water every day.

The autofill valve stuck part open. Silently feeding a leak elsewhere and masking it completely. Also capable of overfilling to the overflow, meaning you pay for water that goes straight to drain.

Backwash or multiport valve leaking by. A worn spider gasket in a multiport valve lets water pass continuously to waste while the pump runs. The pool empties into the drain and nothing appears wet anywhere.

We attended a villa on Emirates Hills where the pool structure was sound, the tiles rang solid, and the loss occurred only during filtration cycles. The multiport was passing to waste.

Not every water loss is in the pool.

Pump seal and union drips. Small, constant, and easy to miss because the plant room floor drains.

Filter clamp and vessel seals. A weeping clamp band adds up over a week.

Chlorinator and heat pump connections. More joints, more opportunities.

On infinity edges, the balance tank. Test it as a separate system. Its level, its overflow and its own autofill are all capable of losing water independently of the pool. If the tank overflows to drain each time the pump cycles, you have a continuous loss with a perfectly healthy pool.

What we do on a pool inspection

Structural and tile survey. Tapping out the tiled surfaces to identify debonding and hollow areas, plus a visual survey of the shell, coping and bond beam.

Deck levels and falls. Whether the surround drains away from the pool, and whether settlement has begun.

Plant room performance. Pump, filter, valves, chlorination and controls, checked running.

Dye testing. At suspect joints, fittings and the skimmer throat, to confirm or eliminate a path.

Pressure testing. Suction and return lines isolated and tested to establish whether they hold, the same principle behind our Water Leakage Inspection work elsewhere in a property.

Hydrostatic testing where appropriate to the situation.

Instruments include a thermal imaging camera, moisture meter and water pressure test kit, and inspections are carried out by InterNACHI certified, RERA certified inspectors.

One honest limitation. Some conclusions cannot be reached until the level has stabilised, which takes days rather than hours. An inspection on day one can eliminate a great deal and identify the likely family, but a pool that is still actively dropping may need a second look once it settles. Anyone promising you a definitive answer within an hour on every pool is overselling.

Is a leaking pool covered under DLP or decennial liability?

Two regimes, and they get conflated constantly.

Your Defects Liability Period is contractual, set by your SPA, commonly twelve months from handover. Pool finishes, plumbing, plant and equipment normally sit here, alongside any MEP style warranty, which is also contractual practice rather than statute. Read your actual clause.

Decennial liability is statutory. Article 821 of Federal Decree-Law No. 25 of 2025, previously Article 880 of Federal Law No. 5 of 1985 and in force since 1 June 2026, imposes ten year strict liability on the contractor and supervising engineer for total or partial collapse and for defects threatening structural stability and safety. Article 823 voids any clause excluding or limiting it, and Article 824 requires a claim within three years of collapse or discovery.

Where does a pool leak sit? Almost always in the first category. A failed skimmer joint, a leaking return fitting, a passing multiport valve or a light niche seal are contractual defects, and your instrument is the DLP.

A pool shell failure that threatens structural stability is a different conversation, and that is decennial territory. But decennial liability does not automatically cover every pool leak, and anyone telling you it does is skipping a step.

The practical consequence: raise it inside your defects period, in writing, with the bucket test record attached.

How to raise it and escalate

  1. Written dated notice. To the developer or main contractor, with photographs of the marked levels, your bucket test measurements from both stages, the daily level log, and the point where the loss stabilised. Cite your SPA defect clause and the DLP. That evidence pack is what turns “the pool seems to be losing water” into something a contractor can be dispatched against.
  2. Customer care, then head of customer experience. In writing, one thread, referencing your original notice date.
  3. RERA and the Dubai Land Department. Via the Dubai REST app or the Dubai Land Department website. The fee is commonly cited at AED 1,000 per complaint, with an initial response in about five working days, admission roughly seven to fifteen days once documents are complete, and a decision target near 60 days. RERA sits within the DLD. Verify current figures and treat the timings as targets.
  4. Dubai Courts. Claims above AED 100,000 generally need a report from a DLD registered property consultant. Dubai Courts filing follows the same fee and consultant-report process as any other property defect claim.

One correction that saves weeks: the Rental Disputes Centre handles landlord and tenant disputes only. It does not hear buyer versus developer defect claims. For genuine structural safety concerns beyond a plumbing defect, Dubai Municipality is the relevant authority rather than a real estate regulator.

If you are overseas

The bucket test needs somebody physically present on two consecutive days, which is the only genuinely difficult part of remote ownership here.

Issue a written authorisation letter naming your representative and inspector so they can access the property. Join the inspection by live video walkthrough, particularly for the plant room, where most of the surprises are. Receive the digital report by email and submit it to the developer yourself in your own name.

And do not let anyone top the pool up before the test is run. Which brings us to the most common mistake on this whole page.

What it costs

Villa snagging inspections run roughly AED 3,500 to AED 6,000 and above depending on size and complexity, as a market range only. Request a quote for your property. Specialist leak detection, where pressure testing and tracing are required beyond the inspection scope, is normally quoted separately once the likely family has been identified. That sequencing matters, because a targeted investigation costs considerably less than an open ended one.

Rectification of documented defects commonly runs around four to five weeks in this market from written notice. That is our field observation, not a legal deadline, and your SPA may say otherwise. Once rectification is complete, verifying the contractor’s fix is the same job as our Contractor Work Inspection service.

The period and wording come from your SPA rather than statute, so check the clause and raise the defect in writing with your evidence well inside the period.

Does decennial liability cover a swimming pool? Only where the defect threatens structural stability and safety, which is a high bar. A failed skimmer joint or leaking return fitting is a contractual defects matter, not a decennial claim. A shell failure affecting structural stability could reach the ten year provision under Article 821.

Why is my autofill valve running constantly? Either the valve itself has failed part open, or it is doing its job by replacing water lost through a leak elsewhere. Isolate the autofill and watch what the level does. A constantly running autofill is the most common way a pool leak stays invisible.

Can a pool light housing leak? Yes, in two ways. The joint between the light niche and the shell can fail, and water can also travel through the conduit running from the back of the niche if the seal at the fixture has failed. A level stabilising at the light housing points to either.

What does it mean if the loss stops at one level? It means the defect is at that elevation. Water drains only to the height of the hole, so a level that stabilises at the skimmer throat, a return inlet or the light niche is telling you where to look. It is the most useful free diagnostic available.

Pool water loss is one of the very few handover defects that comes with a free, decisive test attached. You do not need us to run it, and you should run it before you call anyone at all.

What costs owners position is not the difficulty of the defect. It is the delay. They wait a few weeks to see if it settles, they top the pool up because a low pool looks bad, and by the time anyone measures anything the evidence is gone and the defects period is shorter.
